Edgewater Federal Solutions, Inc. is currently seeking an experienced Contracts Administrator to assist and support our Contracts Department in maintaining contractual compliance and oversight over Edgewater's government registrations, prime, subcontract, and teaming functions. The desired candidate must possess excellent customer service, communication, and organizational skills.
Responsibilities of the Contracts Administrator position will include:
Monitoring contract performance and compliance in accordance with the contract requirements, policies, and procedures. Maintaining monthly reporting to prime contractors and the Government as required by individual contracts and subcontracts.
Collaborating with Edgewater's Client Services Department in evaluating contract performance to determine the necessity for amendments, funding modifications, compliance to contractual obligations, extensions of contracts, and the processing of those changes.
Supporting the preparation and management of all Edgewater contracts, subcontracts,
Non-Disclosure Agreements, Teaming Agreements, Contractor Teaming Arrangements, and any other contract related documentation.
Preparing quarterly reporting documentation and supporting management for Quarterly Management meetings. Preparing quarterly contract funding reports for Client Service Managers for the Quarterly Contract reviews.
Reviewing and obtaining approval for all contract related expenses for processing and preparing billable travel documents for invoicing.
Reviewing and approving (or disapproving) invoices and submitting invoices to prime contractors and/or the Government along with other required reports and documents.
Maintaining modification tracking sheet and Master Contracts Tracker for contracts and coordinating with accounting colleagues to facilitate accurate and timely monthly invoicing activities.
Preparing and submitting all necessary contract closeout documentation at contract end.
Ensuring timely contract communications internally and externally.
Preparing and maintaining Quality Management System (QMS) Contract and Client Services activities documentation.
Participating in internal and external audits for Edgewater's quality programs including but necessarily limited to ISO and CMMI certifications.
Demonstrating knowledge of government contract law, Code of Federal Regulations (CFR), Federal Acquisition Regulations (FAR), and contract policies and procedures.
Serving as a subject matter expert for contractual matters with internal and externalÂ customers.
Customer satisfaction is a high priority and the Contracts Administrator will provideÂ responsive and proactive services to all clients and customers.
Ensuring timely and accurate processing/review/signature of customerÂ work/purchase orders in a fast-paced setting.
Serving as the responsible Point of Contact for purchase and acquisition management
When required, assisting with proposal preparation, past performance requests, andÂ data calls to include collaboration with the Business Development Department.
Working under limited direction at times, including experience in planning, prioritizing and organizing work forÂ self and others to achieve goals and deadlines.
Responsibilities relative to individual GWAC and IDIQ (single and multiple award) vehicles and assisting accounting colleagues with quarterly reporting.
Supporting the General Services Administration schedules held by Edgewater and working to ensure compliance with the Multiple Award Schedules and Federal Supply Schedules program.
Supporting contractual efforts as they relate to Joint Ventures.
Bachelor's Degree in a contracts or business management field or an equivalent combination of education and experience.
3-5 years of direct contract administration experience in the federal contracting field.
Must have experience with purchasing and procurement to include negotiating, authoring, and modifying subcontractor documentation.
Must have experience with FAR Part 16 (Contract Types) to include Firm-Fixed-Price (FFP), Time and Materials (T&M), Indefinite Delivery and Indefinite Quantity (IDIQ), and Cost Reimbursement Contracts to include Cost Plus Fixed Fee (CPFF) contract types.
Must have experience with OASIS and other GSA Multiple Award Schedules and Federal Supply Schedules
CPCM or CPFM certification helpful, but not required.
Knowledge and experience with the System for Awards Management (SAM) helpful, but not required.
Knowledge and experience with subcontractor reporting and the Enterprise Contractor Manpower Reporting Application (ECMRA) helpful, but not required.
Knowledge and experience with Joint Ventures and multiple-entity relationships helpful, but not required.
Excellent organizational skills, as well as, strong verbal and written communication skills.
Good working knowledge of contract management processes and techniques.
Must be proficient in Excel and MS Windows Office Suite.
Understanding/Experience with VIPERS and WAWF invoicing systems helpful, but not required.
