The Department of Global Health was established in 2007, bridging the schools of Medicine and Public Health, with a mandate to harness the expertise and interdisciplinary power of all UW schools and colleges. Our mission is to improve health for all through research, education, training, and service; to understand and address the causes of disease and health inequities at multiple levels; and to collaborate with partners to develop and sustain locally-led, quality health systems, programs and policies. The University of Washington International Clinical Research Center (ICRC) was established within the Department of Global Health in 2007. The Center currently has nineteen productive faculty members, approximately 30 highly competent staff who specialize in study operations, regulatory affairs, data management and analysis, and specimen repository operations. The overarching goals of the ICRC are to: 1) Conduct clinical research on HIV and other infectious diseases of public health significance, 2) Evaluate interventions to reduce the burden of disease, 3) Conduct observational analyses and translational research on pathogenesis and new intervention targets, and 4) Mentor graduate students and international collaborators in clinical research.
The International Clinical Research Center has an outstanding opportunity for a Grants and Finance Specialist to join our team. The ICRC submits 40-60 grant applications annually (with many subcontracts) and works collaboratively with more than 50 investigators and organizations outside of the University of Washington to execute our work. The Grants and Finance Specialist will provide program administration and management of grants and contracts in support of multiple faculty members. This position will exercise a high degree of independent judgment and has delegated decision-making responsibility for funds management and contract administration. This position must be able to balance multiple priorities and deadlines in a complex environment, with demonstrated ability to prioritize essential tasks with short lead times. This position reports to the Grants and Finance Manager.
This position requires a high degree of expertise and knowledge of complex proposal requirements both at the University and sponsor level. Successful candidates will be expected to understand and interpret complex requirements and be able to prioritize and manage updates from multiple sponsors, both federal and non-federal.
- Work strategically with ICRC faculty members to identify and apply for grants that support current and future research initiatives. Working with department faculty, other campus units, and collaborative/subcontract institutions, prepare proposal budget and compile sponsored required data/documentation for grant proposals.
- Ensure successful proposal submission by exercising independent judgment interpreting and applying sponsor, UW, federal and state policies, rules and regulations with grant/contract preparation and implementation.
- Obtain, review, and maintain documentation related to cost share support.
- Manage the proposal process from start to finish ensuring that all sponsor requirements are adhered to; create all administrative proposal documents, upload all proposal documents via sponsor websites, and obtain verification of successful application transmittal to sponsor.
POST-AWARD DUTIES AND RESPONSIBILITIES
This position will provide grant/contract support for individual research programs for ICRC principal investigators in support of their comprehensive research operations.
- Serve as the primary liaison with sponsors, subcontracts and other UW units.
- Effectively manage and administer multiple research awards. Manage budget revisions and continued funding on multiple complex budgets including, federal, foundation, contracts, subcontracts and University sub-budgets.
- Interface directly with UW units, funding agencies and subcontracts managing invoices, supplements extensions, annual renewals, fiscal reports, and compliance.
- Other duties, as assigned
FINANCIAL REPORTING, COMMUNICATIONS, AND REQUIREMENTS
- Prepare regular financial reporting for sponsored projects in respective principal investigator portfolios.
- Meet with principal investigators on a regular basis to present and report on the financial status for each project; present and discuss potential problem areas.
- Establish and maintain account management procedures including preparation and/or approval of monthly budget reports and ensure accurate reconciliation of expenditure documents with UW accounting reports and relevant grant award requirements.
- Analyze and develop cost saving strategies, provide analysis and recommendations as needed. Assist with implementation of necessary changes, following sponsor guidelines and requirements.
COMPLIANCE AND BUDGETARY REQUIREMENTS
- Advise principal investigators on payroll compliance and budgetary requirements for staff supported by their grants and contracts. Based on results from monthly budget reports, advise principal investigators and provide short and long term personnel projections related to research funding.
- Develop and manage internal systems to track faculty effort compliance and cost share reports.
Bachelor’s degree in Business Administration, Finance or other related academic discipline, or any equivalent combination of education/professional experience.
- Two to three years of experience to include program administration in an academic research environment, including UW online financial systems, grant submission systems, Enterprise Data Warehouse.
- Experience with federal sponsors such as NIH, USAID and CDC as well as nonfederal sponsors such as the Bill & Melinda Gates Foundation.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
- Experience in HIV/AIDS/STD research administration and international research.
- Familiarity with the complexities of working with international partners.
- Excellent verbal, written and interpersonal skills.
- Proficiency in Microsoft Office Suite.
- Demonstrated problem-solving and fiscal skills, strong detail orientation and ability to adeptly manage multiple deadline dependent priorities.
- Ability to interpret and apply institutional administrative and fiscal compliance guidelines and practices.
