Summary
This position is located in the Department of Health And Human Services, Biomedical Advanced Research and Development Authority (BARDA), which is within the Assistant Secretary for Preparedness and Response (ASPR). BARDA's offices are located in District of Columbia, District of Columbia.

Responsibilities
Supporting the management, administration and/or evaluation of advanced product development projects for assigned medical countermeasures (MCMs) such as vaccines, drugs, diagnostic tools and/or medical devices.
Providing technical direction and oversight for the manufacturing, testing, clinical and/or non-clinical evaluation of one or more vaccines, drugs, diagnostic tools, and/or medical devices projects.
Analyzing scientific data and financial information and developing oral and written briefings and presenting findings to various audiences.
Participating in programmatic planning activities, new initiatives, and the development of strategies that include long and short-range courses of action and supporting and coordinating their implementation.
Serving as a Project Officer for acquisition processes and/or contract administration duties such as supporting pre and post-award grant or contract activities, reviewing technical reports, negotiating agreements, etc.
Serving as a Project Officer for acquisition processes and/or contract administration duties such as monitoring contractor performance, assisting in the resolution of issues, .
Travel Required

Qualifications
Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A or B):

A. I possess a Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
B. I possess a combination of education and experience. This includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

Minimum Qualifications:
GS-13: You must possess at least one year of specialized experience equivalent to the GS-12 level in the Federal service that included experience such as:
1) Applying knowledge such as biology, microbiology, physical sciences, health sciences to advance the development or use of one or more medical countermeasures (MCM) such as a vaccine, drug, biologic, diagnostic device or test, or a manufacturing platform or to address an important public health program.
Scheduling, coordinating and managing scientific projects and resources, including monitoring schedule, tracking contractor performance, costs, work performed, and results.
Organizing, planning, monitoring, and evaluating projects to achieve their goals, analyzing a variety of factors to identify potential problems and solutions to make well-informed recommendations and/or decisions.
Communicating effectively in writing and orally to individuals and groups, such as preparing and presenting summaries of scientific findings and responding to questions.
Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
