The incumbent of this position is responsible for directing the accounting and fund management activities for Louisiana War Veterans' Home, a long term care nursing facility. The incumbent receives broad supervision from the Assistant Administrator. To perform efficiently in this position, one must possess the ability to make independent decisions involving a variety of difficult and complex fiscal matters relative to this agency Incumbent must also have a working knowledge of computers and be able to apply the following principles, procedures and policies: Generally Accepted Accounting Principles, Financial Accountability and Control System (FACS)Procedures, Office of Statewide Reporting and Accounting Procedures, State Payroll Accounting Procedures and Federal Policies and Procedures.

A baccalaureate degree with twenty-four semester hours in accounting plus three years of professional level experience in accounting or financial auditing.
A certified public accountant (CPA) certificate will substitute for the baccalaureate degree with twenty-four semester hours in accounting plus one year of experience.
A master's degree in accounting, business administration, finance, management, economics, quantitative methods, or public administration will substitute for one year of the required experience.
SUBSTITUTIONS FOR DEGREE ONLY:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree (not the 24 hours in accounting).
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree (not the 24 hours in accounting) as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

To provide professional accounting services while directly supervising a mix of professional and paraprofessional accounting staff.

Differs from Accountant 3 by the presence of supervision of professional accounting staff.
Differs from Accountant Supervisor 1 and Accountant Manager 1 by composition of subordinate workforce.
Examples of Work
Analyzes data, extracts information, prepares applications for automated systems, and manipulates information in the preparation of complex financial reports and schedules.
Ensures that accurate internal ledgers and records are maintained and are reconciled periodically with reports generated by ISIS, agency Accounting Services Division, or equivalent.
Responsible for oversight of posting and journalizing ledgers and preparing financial accounts reports.
Communicates with public and private accountants; state, federal, and independent auditors; banks; brokerage firms; and program or management personnel for the purpose of providing information and technical assistance needed to resolve problems.
Confers with administrators regarding problem areas, making recommendations for increasing efficiency, and for changing procedures.
