The Change Manager will report to the Project Executive and work closely with and support the operations team, interact with a variety of staff at all levels. Must be resourceful, proactive, and efficient with a high level of professionalism and confidentiality. This position is located out of our office in Grand Rivers, Kentucky.

Estimating Duties
- Cost Estimation & Analysis: Lead efforts in preparing comprehensive cost estimates by analyzing project scope, performing take-offs, and compiling data for material, labor, and equipment costs.
- Bid Strategy & Preparation: Develop proposal strategies, attend client meetings, conduct site visits, and prepare detailed project estimates and proposals.
- Estimating Tools & Systems: Maintain and utilize company-approved costing tools and databases, ensuring accurate estimates that align with project objectives.
- Client & Team Communication: Facilitate clear communication between departments, project teams, and clients regarding cost estimates, project scope, and execution strategies.
- Subcontractor & Supplier Evaluation: Identify and evaluate competent subcontractors and suppliers based on price, scope, qualifications, and project history with Thalle.
- Claims Management: Oversee the preparation, submission, and follow-up of claims. Ensure all claims are documented thoroughly and submitted within required timelines.
- Coordination: Collaborate with project managers, legal teams, and subcontractors to gather necessary information and documentation for claims. Act as the main point of contact for claims-related inquiries.
- Documentation: Maintain detailed records of all claims, correspondence, and related documentation. Prepare reports and summaries for internal and external stakeholders.
- Compliance: Ensure all claims comply with contract terms, regulations, and USACE guidelines. Stay informed on changes in regulations and industry standards.
- Issue Resolution: Identify and address potential issues or discrepancies in claims. Negotiate settlements and work proactively to resolve conflicts.
- Reporting: Provide regular updates to senior management on claim status and related developments.
Education and/or Work Experience Requirements
- Education: Bachelor’s degree in Civil Engineering, Construction Management, or a related field.Licenses & Certifications: Professional licenses and certifications are preferred. Contractor’s licenses are an asset.
- Experience: 5-8 years of experience in project engineering and project management, with expertise in estimating projects exceeding $25 million. Experience with lock and dam construction, USACE projects, mass excavation, utilities, stormwater, and other heavy civil projects is beneficial.
- Technical Skills: Proficiency in Primavera, HCSS Heavy Bid, Microsoft Excel.
- Communication & Leadership: Strong oral and written communication skills, along with proven leadership and team management capabilities.
- Project Management Skills: Ability to manage multiple large-scale proposals, prioritize tasks, and work effectively in a dynamic environment.
- Interpersonal Skills: Flexibility to adapt to changing priorities, work independently or as part of a collaborative team, and engage with a diverse workforce.
- Direct experience estimating and preparing USACE RFP and changes packages.
- Experienced in notification and preparation of cost proposals in accordance with the FAR clause pricing guidelines.
