Position Duration: One year with possible option years.

Purpose: The United States Attorney’s Office, Eastern District of Michigan, currently has a need for a Legal Data Analyst to provide technical, analytical and administrative assistance to the investigative and litigation needs associated with Affirmative Civil Enforcement (ACE) matters handled by the United States Attorney’s Office for the Eastern District of Michigan (USAO).

The Contractor shall provide litigation support to the district that is technical, analytical and administrative. The Contractor shall perform a variety of automated and administrative support concerning discovery processing and case review platform set-up and administration in complex, data-intensive ACE matters, which often involve the handling of voluminous amounts of electronically stored information. May also perform a variety of automated and administrative support necessary to prepare, organize, index, develop, and manage exhibits, evidence and data relevant to ACE matters. Proficiency using Microsoft Office, off-the-shelf automated litigation support software (for example, Relativity, Concordance, LAW Prediscovery, IPRO, CaseMap, Trial Director), and other applications used to support automated litigation functions. Knowledge and skill using litigation support hardware (for example, personal computers, projectors and plotters) is required.

Duties:

The Legal Data Analyst shall provide litigation support services, which may include, but are not limited to, the following:

  • Work closely with USAO Automated Litigation Support (ALS) staff to ensure adherence to standard protocols for the management of case data (e.g., the collection, tracking, and organization of case data), data production, data processing (i.e., the use of software tools to extract information about individual files and create an image of a file, so that the file may be placed into a document review tool), the creation and administration of document review databases (e.g., Eclipse and Relativity), and the presentation of case data.
  • Support ACE attorneys, paralegals, and legal assistants in the efficient and effective use of document review platforms, including but not limited to, the use of computer-assisted review, search terms and other functionalities available through such platforms.
  • Assist staff with the automated organization, implementation and utilization of case information for efficient retrieval through means such as scanning, indexing and controlling of documents into a database. Assist with monitoring, quality control and verifying user input and output to automated litigation support systems. Troubleshoot, test and implement automated litigation support software, policies and procedures. Provide automated litigation support help desk customer support.
  • As needed, develop detailed user guides, reference manuals and other forms of documentation for specific databases and application systems as well as automated litigation support procedures and workflows. Create technical materials and documentation and edit them for grammar, organization, clarity and conformity to USAO standards. Prepare materials for use in presentations. Provide oral and written status reports.
  • Perform file manipulation, loading and conversion. Create and modify files for upload into off-the-shelf software applications and, when needed, perform individual file conversion in support of electronic file processing. Must be able to ensure the accuracy of data loading, manipulation and conversion by performing and documenting quality and accuracy checks. Prepare files and data for storage on optical media and external storage devices. Transfer files and data to, and document, test and verify same.
  • Manage and operate a variety of computer hardware such as personal computers, printers, plotters, audio-visual devices and other state-of-the-art equipment to organize case information, conceptualize exhibits and complete presentation projects. Diagnose and resolve problems with litigation support equipment.
  • Assure computers, audio video and other presentation equipment are in place for presentations concerning ACE matters. Determine the placement and appearance of visual materials that will most effectively convey the information to the relevant participants. Prepare photo boards, maps, charts and other demonstrative exhibits required for ACE matters.
  • Provide expert user services and support for litigation support software applications such as Relativity, Concordance, LAW Prediscovery, IPRO, CaseMap, Trial Director and Microsoft Office (Access, PowerPoint, Excel and Word) and other applications to support automated litigation support functions.
  • Perform media duplication, conversion and troubleshooting.
  • Provide expert user services and support for litigation support hardware such as personal computers, scanners, printers, plotters, projectors, CD/DVD players, optical and media duplicators.
  • Performs other related duties as assigned.

Qualifications required:

  • Bachelor’s Degree – Preferred
  • The Litigation Support Contractor shall possess the knowledge, skills and abilities to perform the duties as specified herein. The Litigation Support Contractor shall be proficient in Microsoft Office, Microsoft Windows and various off-the-shelf litigation support software applications, for example Relativity, Concordance, LAW Prediscovery, IPRO, CaseMap, Trial Director or other similar and related litigation support software applications.
  • The Litigation Support Contractor must possess:
  • Knowledge of standard litigation support principles, methods and technology to perform routine and recurring litigation support assignments, identify and resolve technical issues and problems, and provide information and support to litigation support customers in the district.
  • Skill in meeting and dealing with people in a courteous and tactful manner.
  • Skill in operating personal computers, audio video equipment, scanners, printers, plotters, projectors, CD/DVD players, optical and media duplicators.
  • Ability to communicate orally and in writing with diverse audiences.
  • Ability to create technical documents that are grammatically correct, easy to follow and adhere to a standard format.
  • This position requires U.S. Citizenship and a 7 year minimum background investigation

Background and Screening: Candidates must be able to favorably complete a government background investigation.

Hours of Operation: The contractor will generally perform the services required under this contract within a 40 hour work/week, Monday through Friday, 8:30 – 5:00 daily.
