About the Position: This is an Associate Director of Government Affairs position with the U.S. Army Engineer Research and Development Center (ERDC), Executive Office, Vicksburg, MS. The duty station location for this position is Alexandria, VA.
Senior ERDC scientist responsible for science and technology programs of congressional interest. Serves as an expert on congressional and government affairs for the Engineer Research and Development Center (ERDC) leadership team.
Advised leadership on ERDC Science and Technology programs with congressional interest with an emphasis on Defense and US Army Corps of Engineers Civil Works.
Provide leadership to facilitate the effective integration of congressional interest items within the ERDC laboratories.
Support USACE and ERDC leadership efforts to sustain, revitalize, maintain, and construct premier research and support facilities.
Represent the ERDC at high level engagements with all federal agencies including Departments of the Army, Navy, and the Air Force and the Office of the Secretary of Defense.
Perform technical reviews and provide feedback to customers.
Provide expert technical advice to ERDC leadership at various engagements with congress and other federal agencies.
Advise stakeholders on critical technology for new/improved systems and capabilities to include the study and analysis of technical proposals from universities and industry.
Regularly communicate with congressional offices at the secretariat level within the Department of Defense and other federal agencies to ensure situational awareness and coordination.
Keep appraised of current and advanced technology changes through liaison with the scientific community, including government, industry, and academia.
Understand, contribute to, review, and provide advice to leaders on policies pertaining to science and technology, lab management, planning, programming, and budgeting.
Represent ERDC in areas such as military, geospatial and cold regions engineering, environmental quality, installations research and engineering; engineering resilient systems; and DOD High Performance Modernization Program.
Understand the scientific equipment and facility capabilities, requirements, and needs of the ERDC.
Communicate the condition of the health of ERDC facilities with stakeholders and decision makers to optimize ERDC authorizes and access to resources.
Occasional travel - Business Travel may be 25% or less.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Obtain and maintain a determination of eligibility for a Top Secret/SCI security clearance.

Specialized Experience: One year of specialized experience which includes 1) Experience working on Capitol Hill either on staff or in a congressional liaison office of a federal or civilian agency; 2) Prepare technically complex correspondence, reports, and presentations; 3) Perform programming, budgeting, or execution control processes; and/or 4) Represent an organization and make recommendations impacting long range program goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DJ-03 (GS-12) or above.

This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project and this pay band includes the General Schedule equivalent to the GS-13/14.
