Raytheon Company is pursuing a Program Manager to execute a support program for the United States Air Force, Battle Control System – Fixed (BCS-F). The program manager will be responsible for closing contracts and execute existing BCSF contracts. This position is in Raytheon’s Integrated Defense Systems (IDS) Business and part of the Mission Systems and Sensors (MSS).
The Program Manager will lead a multi-functional team, to the successful execution and fielding of the program from contract award through final program closure. This individual will also be responsible establishing a strategy and building collaboration across the matrixed team, in order to achieve the program’s milestones, requirements, and manage the baseline.
This candidate is the primary interface to Raytheon Leadership and the Program Office in the Command and Control (C2) product area. The candidate must be capable and comfortable communicating in writing and presenting to these senior leaders regarding the execution of the program. The candidate is also responsible for building effective collaborative relationships with the United States Air Force.
Responsibilities include, but are not limited to, the following:
Overall lead and manager for the BCS-F family of programs
Be accountable for financial forecasting and planning activities including AOP and EAC reviews
Ensure the project stays on schedule and on budget, and implement earned value management, Risk and Opportunity, and other required program processes
Develop and present program management reviews on a monthly basis
Manage subcontractor relationships and assure subcontract performance
Identify and develop approaches to pursue new opportunities
Provide strategic leadership and perspective to the program and other matrixed, functional leadership who are responsible for day-to-day execution of the program
Strictly adhere to US Export/Import policies, regulations, and processes
Minimum ten (10) years of program management experience or related experience with multiple projects
Excellent leadership and team-building skills including leading cross functional teams
Proven negotiation skills
Capable of managing complex program task prioritization, planning, staffing, scheduling, conflict resolution, and change management
Cost Account Manager Level III Certification or must be obtained within first year
Ability and willingness to travel both domestically
Bachelors of Science degree in Engineering, Science, Management, Mathematics, or equivalent experience
Program Management certification (or conditional) level 5 or above, or must be obtained within first year
Desirable Skills, Experience:
Ten (10) years of Sentry Product Line and ProCon Product Line management experience
Experience/familiarity with the BCS-F customer
Capture management experience with Department of Defense program
Strong analytical abilities: ability to plan, control, and direct activities and resources related to planning and scheduling
Advanced degree in Engineering, Science, Management, Mathematics, or equivalent experience
