Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus five years of professional level experience in information technology, auditing, budgeting, contract management, project management, program management, quality assurance, business analysis, procurement, data management, or telecommunications network design.

SUBSTITUTIONS:
Two years of experience or training in information technology, auditing, budgeting, contract management, project management, program management, quality assurance, business analysis, procurement, data management, or electronic technician work will substitute for the baccalaureate degree.

Candidates without a baccalaureate degree may combine experience or training in information technology, auditing, budgeting, contract management, project management, program management, quality assurance, business analysis, procurement, data management, or electronic technician work and college credit to substitute for the baccalaureate degree as follows:

A maximum of 90 semester hours may be combined with experience or training in information technology, auditing, budgeting, contract management, project management, program management, quality assurance, business analysis, procurement, data management, or electronic technician work to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for six months of experience or training in information technology, auditing, budgeting, contract management, project management, program management, quality assurance, business analysis, procurement, data management, or electronic technician work towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for one year of experience or training in information technology, auditing, budgeting, contract management, project management, program management, quality assurance, business analysis, procurement, data management, or electronic technician work towards the baccalaureate degree.

An associate degree in computer science will substitute for the baccalaureate degree.

A baccalaureate degree with twenty-four semester hours in computer science, management information systems (MIS), quantitative business analysis-computer science, electrical engineering, information systems and decision sciences, computer engineering, telecommunications, or computer information systems will substitute for one year of the required experience.

A master's degree in the above fields will substitute for one year of the required experience.

Specialized degrees will substitute for a maximum of one year of the required experience.

Certification by the Project Management Institute (PMI) as a Project Management Professional (PMP), Program Management Professional (PgMP), or Portfolio Management Professional (PfMP) will substitute for four years of the required experience.

Certification by Scrum Alliance as an Advanced ScrumMaster (A-CSM) will substitute for one year of the required experience.

Certification by Scrum Alliance as a Certified Scrum Professional-ScrumMaster (CSP-SM) will substitute for two years of the required experience.

To coordinate the planning and/or technical services assistance and consultation programs for the efficient and economical current and future use of information resources on a statewide basis.

LEVEL OF WORK:
Program Manager.

SUPERVISION RECEIVED:
Broad direction from an unclassified Chief Information Officer, Information Technology Director, or higher- level Information Technology personnel.

SUPERVISION EXERCISED:
May exercise direct line supervision over lower level professional Information Technology personnel, functional supervision over professional or technical staff or state agency representatives on an interim or project basis, or as assigned by management.

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

This position is within the Office of Technology Services (OTS), Office of Operations, and is responsible for providing strategic consulting for the following operating areas: procurement, budget, contracting, fiscal management, strategic planning, business analysis, and quality assurance. Emphasis is on recognized expertise and knowledge of procurement, contracting, and strategic planning. Supervision is received from an IT Statewide Project Leader or higher-level authority.

60% Procurement, budget, contracts, and fiscal management - Prepare and oversee procurement and contract activities such as: Requests for Proposals (RFP), Invitations to Bid (ITB), and contract negotiations. Participate in budget and fiscal management activities such as: Continuation Budget (CB), and spending projections reporting. Assists the Office of Technology Services in the development of minimum required product specifications, solution requirements, project scope, and evaluation criteria to ensure vendor proposed products and solutions meet intended purposes. Facilitate contractor evaluations after services have been completed. Review RFPs, ITBs, and contracts and ensure OTS standards are being implemented.

25% Business process/program analysis - Assist OTS in multiple program areas in the analysis and measurement of business processes and in assessing the value of technology in improving the measurement of these processes. Provides consultation, expertise, and guidance concerning effective use of systems and programs to translate relevant business data into meaningful performance measurement and impact assessment information. Uses specialized knowledge of departmental business processes to serve as a recognized technical resource for business process mapping and process improvement opportunities through technology use. Solicits feedback from users for periodical review of processes and suggests changes for improving processes on an ongoing basis.

10% Assists OTS in multiple program areas in the quality assurance analysis of existing IT support systems for business processes measurements and impact assessments evaluation. Recommends design improvements of such systems or processes for their more effective use.

5% Performs or directs the performance of special tasks as assigned. This includes such tasks as directing another team in the absence of the manager; directing/assisting in the preparation of highly complex specialized reports; serving on design review committees and Quality Assurance teams for projects statewide; participating in the development and review of OTS policies and procedures.
