The Office of Academic Personnel (OAP) leverages its subject matter expertise and institutional perspective in academic personnel administration to support the recruitment and retention of the University of Washington's world-class community of faculty, librarians, and academic staff. International Scholars (ISO) Advisors partner with UW departments on visa-related aspects of hiring foreign academic personnel; assist foreign scholars in understanding restrictions and benefits of their nonimmigrant status; and promote the values of international educational exchange to the university community. In serving the UW community, the ISO Advisor joins the entire OAP team in promoting and continually aspiring to excellence, collaboration, integrity, innovation, diversity, and respect.
ISO Advisors draw on a broad base of immigration knowledge and expertise to facilitate trainings/workshops, analyze data and develop reports as appropriate, engage in committee work, and exercise independent judgement in carrying out business processes related to the recruitment, hiring, and sponsorship of foreign nationals. ISO Advisors demonstrate excellent interpersonal skills to communicate with an international scholar population who may be challenged by language and/or cultural barriers. The complex and continually evolving world of federal immigration policy necessitates that ISO Advisors stay current on regulations and connected with a network of professionals and professional associations focused on immigration policy.
The Office of Academic Personnel at the University of Washington provides assistance to over 1100 international faculty and other academic personnel scholars from over 100 countries who come to the UW to contribute to the institution’s academic and research objectives. UW’s international community enhances the rich diversity and cosmopolitan character of the university. The ever-changing landscape of technology, regulation, and stakeholder needs requires OAP to be agile and responsive. The ISO Advisor’s focus on compliance, quality assurance, and continuous improvement have a direct and enterprise-wide impact on UW’s recruitment of academic personnel in general and the successful retention of its international scholar population, as well as UW’s continued compliance with federal immigration policy and process.
Duties & Responsibilities
Advise OAP leadership and functional teams, academic departments, and international scholars on regulations and policies related to nonimmigrant visa-sponsorship (J-1, H-1B, TN, B-1/B-2) and permanent resident process
Prepare, file, monitor, and coordinate approval of all J-1, H-1B, TN, and E-3 petitions, and permanent resident applications in accord with procedures and policies of associated federal agencies such as the United States Citizenship and Immigration Services (USCIS), Department of Homeland Security, the Department of Labor, etc…
Serve as Alternate Responsible Officer (ARO) for the J-1 Exchange Visitor Program in accord with the duties outlined in 22 CFR 62.11 Duties of Responsible Officers and Alternate Responsible Officers
Assist international scholars to maintain legal nonimmigrant status
Review academic personnel recruitment documents for compliance with university policy and Department of Labor guidelines
Serve as the liaison between international scholars and U.S. federal agencies
Advise international scholars regarding federal policy and best practice considerations related to international travel
ORIENTATION, TRAINING & COMMUNICATION
Develop and facilitate orientation sessions for all newly-arrived scholars
Develop, deliver, and evaluate outreach efforts and training programs for UW staff, academic personnel, and administrators who work with and coordinate petitions for international scholars
Monitor developments in J-1, H-1B, TN, and permanent residence regulations, and coordinate with OAP colleagues to keep campus informed
Collaborate with OAP communications specialist to develop, review, and update web content and other communication to ensure timely dissemination of accurate, relevant, and useful information related to the recruitment, hiring, and ongoing successful employment of UW’s international scholar community
If designated as Responsible Officer by supervisor, train UW’s Alternate Responsible Officer(s) (ARO) to ensure they are knowledgeable of and in compliance with Exchange Visitor Program regulations
DATA MANAGEMENT, REPORTING, AUDITING AND VALIDATION
Issue DS-2019 documents
Maintain relevant records in alignment with university and government records retention requirements
Gather, analyze, validate, and/or synthesize data from multiple and varied sources to inform and support institutional reporting needs, ensure compliance, and inform decision-making
Develop, deliver, and/or analyze reports for internal and/or external constituents as appropriate
QUALITY ASSURANCE/CONTINUOUS IMPROVEMENT
Collaborate with OAP colleagues and managers in developing, implementing, monitoring, and evaluating improvements to the organization’s workflows, processes, technologies, communication, data management, customer service, and trainings, as appropriate
Provide leadership/subject matter expertise in committee work and projects related to visa and immigration issues
Participate in discussions and activities related to advancing the organization’s strategic priorities and associated deliverables
Participate in professional development activities (e.g., training, conferences) to deepen subject matter expertise and advance organizational mission
OTHER DUTIES AS ASSIGNED
Manage special projects related to strategic priorities or other institutional needs
Other duties as assigned
NOTE: In addition to the minimum requirements below, this position requires that the successful candidate be a US citizen or Legal Permanent Resident in order to perform the Alternate Responsible Office duties outlined in the position duties.
Bachelor's degree and minimum of 4 years professional work experience.
Demonstrated ability to work effectively in a team setting
Demonstrated experience understanding, applying, and articulating complex immigration laws and university policy
Proven ability to communicate successfully with individuals from a variety of cultural backgrounds
Excellent critical thinking, problem-solving, and professional judgement skills
Strong organizational skills and ability to manage multiple deadlines
Meticulous attention to detail
Effective verbal and written communication
Excellent customer service skills
Demonstrated commitment to serving diverse populations/communities representing a range of social, economic, cultural, ideological, racial, ethnic, and/or other backgrounds
Juris doctorate or relevant advanced degree
Working knowledge of visa regulations pertaining to international scholars
Experience filing H-1B and permanent residence petitions
Familiarity with J-1 Exchange Visitors and Student and Exchange Visitor Information System (SEVIS)
Previous experience as an Alternate Responsible Officer (ARO) or Designated School Official (DSO)
Experience working with international scholars or international students in a higher education setting
