Microsoft has been investing in the field of Quantum research for more than a decade. As a direct result of this investment, we see Microsoft leading major advancements in Quantum computing in the coming years. The prospective applications of Quantum science and engineering are vast and meaningful, ranging from addressing climate change and hunger to medical challenges. A key success factor to our work in this field is Microsoft’s partnership and collaboration with expert scientists, researchers, and engineers from around the world. The Microsoft Quantum team is in search of a Program Manager, Government Partnerships, to join the team.

Responsibilities
Development and on-going account management of special/strategic relationships with governments and other key partnerships:

Serving as an entry point for day-to-day account management and escalations
Negotiating Business, Research and IP development agreements that support Microsoft’s mission.
Developing processes, procedures and reporting to ensure appropriate follow-up and on-going execution of complex agreements and relationships.

Information management across highly complicated environments and relationships:

Developing operational security system and processes to protect IP yet foster an environment where research and development teams can work collaboratively.

This role reports to the Managing Director of Public-Private Sector Technology Partnerships

Qualifications
Bachelor’s degree in business, finance, operations or equivalent plus a minimum of 8 years’ experience in business management, project management, account/third party management. Federal industry experience preferred
Experience with contracts and contracting, ideally in relation to IP and licensing is preferred
Integrity, diplomacy, and partnership skills to work independently with all levels and functions of internal and external-related teams, ranging from senior leadership to individual contributors, scientists to business counterparts.
Excellent verbal/written communication skills.
Strong problem-solving skills and attention to detail.
Domestic and international travel required – 20%-35% of the time
In addition, you must meet Microsoft, customer and/or government security screening requirements required for this role. These requirements include, but are not limited to the following specialized security screenings:

Citizenship Verification: This position requires verification of US Citizenship to meet federal government security requirements.
Candidates must have an active TS and be willing to upgrade to TS/SCI (with polygraph) or have an active TS/SCI and be willing to upgrade to TS/SCI (with polygraph).
This role will require candidates to maintain the TS/SCI (with polygraph) clearance.
Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
