The Department of Corrections is seeking a highly motivated and qualified individual to fill one full time permanent position as an Environmental Specialist 5 at Monroe Correctional Complex.

Monroe Correctional Complex is a 2500 bed male all-custody level facility located 30 miles northeast of Seattle. The complex consists of five major units: Washington State Reformatory Unit (WSRU), Twin Rivers, Unit (TRU), Minimum Security Unit (MSU), Special Offenders Unit (SOU) a large mental health inpatient treatment unit, and the Intensive Management Unit (IMU). MCC provides care for the sickest and most complicated patients in our system and is considered the hub of medical and psychiatric care for DOC. It is located close to University of Washington and Harborview Medical Center.

Duties: The Environmental Specialist 5 reports to the Environmental Planner, with the departments Capital Planning and Development (CPD). This position is a regional position responsible for environmental, regulatory and policy compliance regarding environmental and hazardous materials, hazardous waste, storm water, and wastewater. As such, the position performs as the subject matter expert and liaison with agency headquarters, federal, state and local regulatory authorities, ensuring agency and facility compliance with all environmental regulations.

The position is also responsible to act as MCC's Resource Conservation Manager providing policy review and updates, staff training, energy analysis and conservation initiatives, all of which works to ensure the safe and efficient operation of state facilities, utilities and equipment. This work supports the Department of Corrections mission by reducing risk and maximizing the value and longevity of state assets.

Duties include, but are not limited to:
Provide oversight to ensure MCC compliance with environmental regulatory and policy requirements.
Research and develop environmental management plans and programs for MCC and DOC.
Ensure all required MCC environmental inspections, reports and permitting are accomplished.
Responsible for tracking, reporting, managing, warehousing and proper disposal of MCC generated hazardous waste.
Provide environmental testing.
Coordinate environmental regulations with MCC's OSHA/WISHA compliance Safety Officer. Participate in ICS emergency response for spills, hazardous materials events.
Act as liaison with Agency headquarters, federal, state, and local agencies.
Administer the facilities chemical management databases.
Oversee technical aspects of MCC's wastewater operations.
Monitor and reduce expenditures for utilities and other resource expenditures.
Research and develop energy management plans and programs.
Oversee the sustainability program.
Perform regular policy and regulatory reviews of MCC facility operations.
Administer DOC's Sustainability Data Management (SDM) database.
Application design and programming.
Other duties as assigned.

Qualifications: Required Qualifications:
Must possess a valid State Driver's License

Bachelor's degree in environmental, physical, or natural sciences, environmental planning, or other related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent.

AND in addition:
Four years of professional level experience in environmental analysis, regulatory compliance, or environmental planning, which includes two years' experience at a level of Environmental Specialist 3 or above. Additional qualifying experience will substitute, year for year, for education.

OR

Four years of professional level experience or management in state service in an environmental or sustainable operations position.

AND
Environmental program knowledge and experience.
Supervisory knowledge and experience.
Principles and practices of plant and labor management.
Familiarity with building systems/hardware, energy conservation.
Hazardous Waste Operations and Emergency Response (HAZWOPER) Certification, or ability to obtain within 180 days of hire.
Familiarity with environmental regulations, codes, safety and policy.
Principles, practices and procedures of administration of public work.
Ability to use sound judgment, demonstrate problem solving on difficult management and project problems.
Understand and interpret written and oral directions, specifications and plans.
Ability to read and interpret technical drawings, documents and specifications and complete projects on schedule, within specifications and budget.
Have a working knowledge of the Incident Command System as it pertains to Correctional facility operation.

Preferred/Desired Qualifications:
Wastewater Treatment Plant Operator 1 Certification
Certification in energy management
Database experience
Master's Degree
