The Henry M. Jackson Foundation (HJF) is looking for an Operations Analyst to support research and program objectives at the Naval Medical Research Unit ‐ San Antonio (NAMRU‐SA). HJF provides scientific, technical and programmatic support services to NAMRU-SA at Fort Sam Houston, TX.
ESSENTIAL JOB DUTIES:
Work closely with internal and external customers to identify, describe and analyze core business processes and workflows.
Define and describe business and process requirements; facilitate requirements prioritization with the process owners.
Evaluate process steps as value adding, enabling, or non-value adding; help process owners eliminate non-value adding steps.
Identify risks, issues and contributing causes within the described processes (e.g., persistent firefighting, recurring "rush" requests, unclear roles and responsibilities, etc.).
Participate in root cause analysis in order to recommend product enhancements or other appropriate actions to improve productivity for both the business units and IT.
Learn the functionality of the business process management (BPM) applications which host the processes.
Collaborate with customers and management to define Key Performance Indicators (metrics) for processes, and help to implement them in the BPM application.
Required Knowledge, Skills, and Abilities:
Experience with DoD contracting process and procedures
Knowledge of Department of Navy and Department of Defense agreement process and procedures.
Knowledge of the receipt and acceptance processes
Knowledge of computer software, including the Microsoft Office Suite and SharePoint.
Minimum Education/Training Requirements:
Bachelor’s Degree with a minimum of 3 years of experience as an Operations Analyst
