City of Tacoma's Information Technology Department, Project Management Office (PMO) is seeking a dynamic, highly motivated and accomplished Senior IT Project Manager to lead the project management team, and serve as project manager for innovative, multi-faceted projects.

Under the direction of the IT PMO Manager, you will be responsible for the delivery of project management services. This includes overseeing a small team of project managers in the application of project management practices and processes for quality assurance. Supervisory duties include: assigning projects; reviewing and validating project control documents; monitoring progress, providing consultation and support to project managers and project stakeholders; preparing and monitoring employee development plans and goals; administering the PMO intern program; administering contracts to augment project management services; and managing contract project managers for contract adherence and quality of service.

The Senior IT Project Manager also serves as a project manager applying their experience and leadership to manage significant information technology projects to implement, upgrade, or replace software systems and infrastructure. Examples of the innovative and exciting potential projects in 2019 and 2020 include: SAP HANA Data Analytics, Virtual Desktop Infrastructure, Office365 Implementation, Information and Records Management SharePoint Online Solution, Municipal Wi-Fi Expansion to Link Light Rail. As Senior IT Project Manager, you will establish and maintain close working relationships with technical management and staff within the department and across departments, as well as senior executives to ensure a collaborative environment and alignment with business objectives.

Bachelor's degree (or equivalent) in computer science, information technology, business management or public administration, or related field. Minimum of seven years progressively responsible experience in IT project management or program development with proven results.

Project Management Professional (PMP) certification.

Master's degree (or equivalent) in computer science, information technology, business management or public administration, or related field.

Public sector or utility experience strongly preferred.

Supervisory experience strongly preferred.

Depending upon assignment certification may be required, such as:

ITIL (Information Technology Infrastructure Library) Certifications

Program Management Professional (PgMP) certification

PMI Agile Certified Practitioner (PMI-ACP)

PMI Risk Management Professional (PMI-RMP)

Portfolio Management Professional (PfMP)

Certification in enterprise project management methodology such as Six-Sigma, ISO, or TQ

Information Technology
Extensive knowledge of information systems development, including analysis, design, testing, implementation, maintenance, documentation and training procedures and practices. Knowledge of multiple technology platforms. Advanced knowledge of IT strategic planning principles and technology alignment practices. Advanced knowledge of business process re-engineering principles and work model analysis techniques.

Leadership & Influence
Recognized as a leader/mentor/influencer in the project management space and other related areas, such as: prioritization practices, resource management, optimization of IT investments. Creates a cooperative and productive environment in which to resolve problems and achieve a common goal. Build mutual respect and trust and establish collaborative interoffice and interagency relationships. Confer with parties of opposing interests and from various organizational levels with a view toward compromise or reaching an agreement.

Team Management/Matrix Management
Lead matrixed, cross-functional and cross-departmental project teams to achieve project goals and objectives. Build cohesive and results-oriented teams.

Results Orientation & Initiative
Effectively direct and integrate all aspects of a project, ensuring that work progresses toward achieving goals and objectives on schedule and within budget. Collect, evaluate, and interpret data to develop fact-based recommendations. Remain current on City and industry standards, ordinances, rules, regulations, policies and procedures.

Workload Management
Effectively organizes multiple assignments, sometimes of a complex nature or involving competing priorities. Analyze situations to develop a course of action to produce work products that are accurate, thorough and on time.

Communications Effectiveness
Effectively communicate both verbal and in writing to staff and executive-level audiences including the compilation of reports, presentations and records. Interact respectfully and sensitively with individuals and groups to develop and maintain productive relationships and achieve results. Effectively and concisely convey concepts, ideas and decisions in written format.

Problem Solving/Conflict Management
Employ expertise, credibility, creativity, and effective partnering to identify, evaluate, and resolve complex or sensitive issues, problems, and service needs. Apply an understanding of personal work styles and conflict management techniques to actively manage or mitigate conflict to minimize negative impacts.
