River City Medical Group (RCMG) is a progressive Independent Physician Association (IPA) of over 700 physicians uniquely dedicated to serving over 170,000 members within Sacramento’s Medi-Cal population. Founded by longtime community physicians in 1992, it is our mission to not only understand the needs of our diverse communities, but to address them with creative and culturally sensitive health care solutions. RCMG serves as a supportive link between health plans, providers, and the members with a dedication to ensuring our entire health care delivery process operates smoother.

The Senior Director of Data Management, Analytics and Reporting will provide business line leadership, direction, decision-making and oversight for all River City Medical Group’s (RCMG) data management, analytics and reporting needs. The position is responsible for leading and developing a team that will be responsible for the development of reporting, technology solutions, and other analytical processes to support RCMG’s business units.
Apply statistical methods and knowledge of healthcare data to identify barriers, develop and maintain reporting tools to track and manage performance at multiple levels.
Provide strategic insight to advance RCMG’s strategic business plan with key providers, payors and hospital systems.
Develop analytic tools, functions and capabilities to support RCMG’s business units, including medical management, clinical operations, quality, claims operations, customer service, network management, provider relations, and contracting.
Collaborate with RCMG business units to analyze, design, build, test, deliver and maintain reports, dashboards and other data extracts as requested.
Understand database structure and processes, and contribute to the development and execution of effective data mining processes, including: dataset preparation; data cleaning; data exploration; modeling; model deployment; and model assessment.
Employ SQL to construct datasets from various databases/tables, ensure data quality and otherwise prepare datasets for analysis.
Develop models to generate forecasts and other forward-looking insights to support business decision-makers.
Assess payor contract profitability and oversee the development and analysis of proposed reimbursement methodologies.
Build department infrastructure, reporting analyses and strategic databases.
Assist with budgeting, planning and forecasting of healthcare expenditures.
Develop and supervise a team of analytics and business intelligence professionals.
Provides oversight and continued advancement of RCMG’s analytics capabilities, solutions and platforms.
Oversee preparation of and ensure compliance with all payor reporting requirements.
Oversee exchange of data files between RCMG and its contracted providers, payors and other key stakeholders, including encounter/claims submissions and membership enrollment files.
Identify medical cost saving opportunities from review of health care cost and utilization trends and variation.
Develop and maintain, in collaboration with IT, both short-term and long-term data infrastructure and analytic tools to ensure efficient analytic operations.
Apply regression/classification modeling: decision trees, clustering techniques, time-series modeling and related approaches in support of forecasting initiatives.
Oversee staff performance related to quality data validation and analysis needed to successfully meet quality reporting requirements, and performance dashboards development.
Other duties as assign that align with the scope of the incumbent’s position within RCMG.
B.S. Economics/Business or Statistics/Mathematics or CS/Engineering/Technology required.
Masters Degree in Business Administration or Computer Science preferred.
Qualifications and Experience
8 years+ experience in the healthcare industry.
5 years+ of management and leadership experience.
8 years+ architecting business intelligence, ETL, application, and database.
8 years+ hands-on SQL development and data modeling.
8 years+ of experience analyzing complex data, managing multiple projects with increasing difficulty and complexity, and developing sophisticated reports.
Extensive computer software skills with other programs such as Access, OLAP, Tableau and Microsoft Excel required.
Must have the ability to quickly learn and use new software tools.
Must have mid-level skills using e-mail applications.
