Full Job Description
Key Role:
Provide full life cycle support with a focus on terms and conditions, white paper and proposal support, project execution, and risk mitigation for Other Transaction (OT) prototype and follow-on production contracts, including both FAR and OT based. Provide expert advice and counsel to account executives and their program leadership on contractual matters, including contract types, regulatory and corporate policy compliance requirements, organizational conflict of interest, and risk management and mitigation and monitor operational performance. Support complex contract activity that requires the development of specialized contract vehicles and techniques to accomplish business goals and objectives. Due to the nature of work performed within this facility, U.S. citizenship is required.
Basic Qualifications:
8+ years of experience in contract administration, negotiations, and proposal preparation with the US government and a combination of commercial, state, or local government or international clients
Experience with fixed-price systems delivery contracts, including contracts for software development or systems delivery
Experience in negotiating contracts with industry partners, including non-disclosure and teaming agreements
Knowledge of contract concepts and contract acquisition law and regulations
Ability to support complex contract activity that requires the development of specialized contract vehicles and techniques to accomplish business goals and objectives
Ability to draft moderate to complex non-routine contractual instruments
Ability to provide training to account teams on the unique characteristics of OTs
Ability to use independent judgment and creativity to resolve contractual issues
Ability to develop customer relationships with internal and external customers
BA or BS degree
Additional Qualifications:
Experience with OT agreements or Space Act Agreements
Possession of excellent verbal and written communication skills
MA or MS degree
NCM Professional Certification, including CPCM, CFCM, or CCCM
