IMSolutions is looking for highly organized support professionals to join us at our client The National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA, Silver Spring, MD, and Kansas City, KS.
These positions are 100% remote.
Base Compensation Range:
$85,000 to $106,000
Actual compensation is subject to variation due to such factors as education, experience, skillset, and/or location.
As a Contract Specialist IV, you will perform various pre- and post-contract and procurement responsibilities pertaining to the procurement of supplies, services, and equipment, which may include almost all functions from cradle to grave. Functions may include acquisition planning, reviewing, editing, or assisting in writing statements of work (SOW), performance work statements (PWS) statement of objectives (SOO), request for information (RFI)/Request for Proposal (RFP)/Request for Quotation (RFQ) and Invitation for Bids (IFB), market research/analysis, selection and administration of contract terms & conditions, cost and price analysis, negotiation preparation, preparation of contract modifications, development of evaluation criteria, evaluation of contract performance, contract termination, and contract closeouts. Individuals as required will have experience with Cost Reimbursable, Firm Fixed Price (FFP), Time & Materials (T&M), Labor Hour (LH), Commercial, Indefinite Delivery Indefinite Quantity (IDIQ), and GSA FSS contracting. Individuals will possess working knowledge of the Federal Acquisition Regulation (FAR) and agency supplements.

What You Will Do:

Provide support and assistance in all areas of Federal Acquisition Regulation (FAR) based Federal procurement.

Prepare or review pre-procurement packages.

Actively participate in developing and managing acquisition plans.

Prepare and/or research support documentation.
-
Make quality recommendations to the Contracting Officer/Grants Officer.

Handle problems through procurement action life cycle through resolution.

Complete tasks needed to successfully advertise, solicit, construct, award, administer, and/or close out Government contracts or task/delivery orders.

Support the issuance of contracts, and purchase orders track status, and expedite orders according to customer requirements and in compliance with all related guidelines, policies, and procedures.

Maintain and ensure acquisition/procurement file documentation in compliance with FAR and other related policies and procedures.

May assist in special projects assigned by the procurement Acquisition Manager.
What We Are Looking For:

BA/BS degree in a related field.
-
At least 10 years of work experience working for the Federal Government within this field.

Must have a minimum of (1) year of residency within the United States.

Relevant office experience including MS Office and Google platform product skills.

Ability to pass a Federal Public Trust Clearance, which must be adjudicated favorably for you to begin working. This requires fingerprinting and reporting on your previous employment, residence, education, and financial and legal background. Candidates may be disqualified for federal or state convictions of crimes, military court-martials, delinquent federal debt including taxes and student loans, current use of illegal drugs, or lying on their application. The process can also be long (100+ days).
