DT Global seeks a Program Officer to support the Stabilization & Transition (S&T) practice. Under the supervision of the Program Manager, the PO will support project management tasks for a USAID Office of Transition Initiatives (OTI) funded program. USAID/OTI programs provide adoptive and agile assistance to countries experiencing a political transition, conflict, democratic backsliding, violent extremism, insecurity or instability.
The PO will help manage client contracts, support project field operations, and coordinate home office program activities. The PO is expected to work closely across departments including Finance, Human Resources and Contracts to support overall operational, contractual, and financial management of the project. The PO will interact with and provide guidance, training, and mentorship to junior level staff. The PO may supervise one Program Associate. In addition, the PO may support business development efforts as necessary. Successful PO’s are detail oriented, take a large degree of initiative, are happy to be flexible and are always focused on delivering outstanding support to our field teams, partners, clients, and beneficiaries.
Contribute to overall project management from award through closeout, including contractual compliance, financial management, and oversight of project personnel and subcontractors.
Be familiar with relevant policies and procedures including: US and project host country laws and regulations; DT-Global policies and procedures; USAID regulations; and be accountable for project compliance with these laws, regulations, policies, and procedures;
Provide contractual quality assurance, control, and compliance, with guidance from the PM/SPM and Contracts Administrator as required;
Assist with drafting, branding, and archiving project deliverables, including communication pieces like success stories, reports, work plans, etc. established by the contract and sent to the Development Experience Clearinghouse or the Prime Contractor;
Prepare basic contract requests and concurrences including to the contracting officer representative and contracting officer, for program related cost.
Provide program management and support for DT Global programs;
Lead recruitment and personnel management of long- and short-term consultants, including development and execution of employment contracts, scopes of work, and collection of all supporting documentation;
May serve as Principal DT Global point of contact with U.S. and third country-based subcontractors’ contract representatives as requested. Develops subcontracts, facilitates communication with field and home office project leads, and reviews and approves subcontractor invoices. Track and manage subcontract and consultant issues such as period of performance, invoices, etc.;
Provide in country support to the field team as needed; act as a backup to the Program Manager during leave and extended field assignments;
Play a key role in project start-ups and closeouts, including planning, record management, and traveling to the field as appropriate. Oversees disposition of non-expendable equipment and other project assets during closeout;
Other duties as assigned.
Assist PM/SPM with project financial management, including monthly review and approval of field office expenditures, preparing budget modifications, client invoices, and ensuring necessary back up documentation is complete and accurate.
Plays key role in monitoring project budgets, and compiling accrual, pipeline, and cost to-complete reports for both DT Global and clients as necessary;
Other duties as assigned.
Support business development, as required, through research, writing proposal sections, recruitment, partner identification and management, and the development of past performance and qualifications statements.
Coordinate proposal/task order development both internally and externally with partners and sub-contractors;
Provide technical input and support for program design, training, workshops and meetings;
Train, mentor and supervise Project Associates and interns (if applicable) and delegate tasks to project team members.
Proactively engage in self-driven professional development, learning and growth, including taking external courses, attending events, developing technical skills, etc.
Education & Experience:
Bachelor’s degree in related field, including International Relations, Political Science, Government, Economics, Business, International Development, or relevant work experience required; 3-5 years of project support/management experience, minimum 1 year with an international development organization; Or
Master’s degree in related field, including International Relations, Political Science, Government, Economics, Business, International Development, or relevant work experience required; 2-4 years of project support/management experience, minimum 1 year with an international development organization;
Experience working on proposal development and business development;
Experience in backstopping USAID projects and extensive knowledge of USAID regulations and policies (including AIDAR and FAR regulations);
Strong verbal and written communications skills, including delivering formal and informal presentations and drafting and editing deliverables;
Strong interpersonal skills, ability to work independently and in a team;
Attention to detail; good organizational and prioritization skills;
Interest and knowledge of the Middle East, Africa, Latin America, and/or other relevant regions preferred.
Budget development and management skills;
Proven experience with MS Office applications;
Willingness to mentor junior level staff;
Willingness to travel and work overseas on short term technical assignments up to 25%, sometimes at short notice;
Experience living and/or working abroad.
Previous staff management experience.
Language ability in Spanish, French, or Arabic
Interest and background in Stabilization and Transition programs.
