The Virginia Lottery, an independent state agency, is currently seeking a Manager of Gaming Licensing and Financial Investigations to join its newly created Gaming Compliance Department.
The Manager of Gaming Licensing and Financial Investigations:
Manages Investigators responsible for the day-to-day financial investigations for sports betting operators, casino facility operators, manufacturers, contractors, vendors, the officers, directors, employees of these entities, and all other entities or persons designated to be licensed by the Virginia Code.
Maintains effective public relations with other state and federal agencies and the public as it relates to performing background investigations.
Assists in the development and implementation of policies and procedures to ensure operational consistency among Investigators and ensures activities are conducted in compliance with applicable laws, regulations and policies.
Coordinates with Human Resources on all human resources functions for direct reports, including developing and/or revising position descriptions; the performance planning and evaluation process; administration of discipline; hiring actions; and leave requests.
Monitors and conducts caseload assessments for assigned financial investigators ensuring the timeliness submission of reports.
Performs other miscellaneous duties as required or assigned.
The person selected for this position will have:
Bachelor’s Degree from an accredited 4-year college or university in Accounting, Finance, or related field.
Minimum three years of extensive supervisory experience in a progressively responsible financial position.
Considerable knowledge of related state and federal laws and their application.
Considerable knowledge of advanced financial auditing principles and techniques.
Demonstrated ability to manage, supervise, and direct the work of financial, accounting and audit investigative professionals and paraprofessionals.
Demonstrated ability to lead project teams involving multiple types of licensing, conduct investigations, and work cooperatively with other law enforcement, financial agencies and regulators.
Excellent communication skills (oral and written).
Acute interpersonal skills.
Ability to build effective working relationships with diverse groups of people and officials.
Proficient in desktop applications such as, but not limited to, Microsoft Word, Excel, PowerPoint, and automated databases.
Ability to clearly document investigative findings, prepare management reports, and make logical and sound decisions in critical, complex, and changing situations.
Ability to develop and document procedures to create an efficient and effective workflow.
Demonstrated ability to effectively handle multiple priorities and /or competing tasks and responsibilities and meet established deadlines; and readily adapt to organizational and operational changes.
Ability to maintain the utmost integrity, persuasiveness, and diplomacy in discussing controversial subject matter.
Demonstrated ability to effectively deal with pressure and recover quickly from setbacks.
A comparable amount of specialized training and experience may be substituted for the minimum qualifications.
Preferred qualifications include:
Experience supervising employees.
The selected candidate will be required to pass a background investigation and possess a valid Driver’s License. Minimum travel required.
