This position has functional authority for planning, organization, control, documentation, tracking, integration, financial monitoring and completion of customer programs. While working closely with the Sales, Finance, Operations and Engineering departments, this position may manage proposal efforts from customer requirements definition through concept definition to negotiation and contract award. The successful candidate must be able to create and maintain a collaborative work environment; set goals; give clear direction to the team and provide decisive and constructive feedback; empower individuals to take ownership for their assignments; identify and capture funded program growth in addition to facilitating capture of new opportunities with customers; and demonstrate and insist on ethical and professional behavior in accordance with company values.
Essential Duties and Responsibilities
Manage large, complex system integration projects as prime vendor to the government with major subcontracts.
Manage complex subcontracts with other L3Harris divisions and strategic partners.
Manage programs consisting of several projects to achieve strategic division goals for profit and growth.
All aspects of assigned programs/projects over the entire life (initiate, plan, execute, control, close). Will be responsible for managing multiple, simultaneous, large projects. Responsible for program P&L including but not limited to: Budgets, Actual Costs, Estimates to Complete (ETC), Invoicing, and Receivables.
Acts as primary contact with the customer and responsible for customer satisfaction.
Has experience in the maritime defense market.
Familiarization with system scope and project objectives.
Must deliver and communicate the committed business case and provide senior management within the organization with the necessary information for managing the business via formal Internal Program Reviews (IPR).
Plan, formulate and maintain the program plan, project schedule and program budget.
Develop and direct the program team. Understand the role and function of each team member, and through expert communication and leadership skills, establish a common understanding among team members on scope, schedule and financial objectives.
Manage project schedule and scope to ensure continued alignment with contract requirements and budgets. Work within the established program reporting structure, providing concise, accurate program status, financial and forecast reports.
Complete regular ETC reports during the life of the program.
Manage the development and maintenance of the work breakdown structure (WBS), and therefore all of the work packages (control accounts) necessary to deliver the program including staffing requirements.
Monitor and assess program performance against plan (schedule and financial). Identify when corrective action is required and initiate necessary program changes, including re-allocation of resources when necessary to meet program schedule and financial objectives.
Review product design for compliance with engineering principles, company standards, customer contract requirements and related specifications and legal requirements. .
Manage programs subcontracts via proper flow-down of requirements, working with the Contracts Manager.
Evaluate and approve design changes, specifications, Bill of Materials (BOM) and drawing package releases.
Document all design/schedule/cost changes and communicate these changes to the customer, and receive written customer approval on all changes prior to implementation.
Control expenditures within the limitations of the project budget and regularly report on project budget to actual performance via the ETC process.
Consistently and professionally communicate with customers on project status, changes, etc. Supervise all customer communications from the Engineering, Operations and Sales Departments.
Manage final inspection process (in-house and customer ATP) logistics.
Arrange and manage customer interface at final factory acceptance/test.
Manage final acceptance documentation and ensure proper procedure is used in accordance with customer and contract specifics.
Actively participate in growth of the business by identifying and developing approaches to new business opportunities with new and/or current customers.
Responsible for partnering with Business Development and management to develop long-term strategic plans to increase and maximize business opportunities with current and new customers. Regularly travel with salespeople to maintain an understanding of the market and to help drive product innovation and process improvement.
Provide leadership and mentoring to lesser-experienced PMs on processes and �best practices� and assist in development of career progression plans for these individuals.
Initiate formalization of PM processes and procedures that promote both organizational efficiency and agility.
Performs other duties, as assigned.
Education and Experience
Bachelor�s Degree in Engineering, Business Administration or related field or equivalent work experience. Master�s Degree preferred.
Ten or more years of experience as a Program Manager in a government contracting/manufacturing environment. Previous experience managing large, complex programs.
Experience in Machinery Control and Software Development highly desired.
Must have a strong understanding of Government contracting requirement, such as FAR, ITAR, etc.
Familiar with DOD/MIL standards and military equipment qualification process.
Skills, Knowledge, Certifications and Conditions
Excellent computer skills with strong proficiency in Windows� interface, Microsoft Office� package (Microsoft Outlook�, Microsoft Excel�, Microsoft Word�, Microsoft PowerPoint�, Microsoft Access�), MSsscrosoft Project�and knowledge of Deltek CostPoint software.
Project Management Institute (PMI) Certified Project Manager or Program Management Professional (PMP) Certification or working towards certification.
Excellent analytical, project management and organizational skills with keen attention to detail.
Must be knowledgeable of Earned Value management (EVM), Cost Performance Reports (CPR) as they relate to the WBS, schedule and cost plans.
Strong written and verbal communication and presentation skills. Must be able to Communicate clearly and effectively, and, most importantly; promote collaboration among the team by listening intently to what others are saying, taking time to understand the points being made, asking questions when appropriate, and allowing others to speak without interruption.
Exceptional leadership and decision-making skills.
Must be available to travel.
Must be able to obtain a security clearance, if required.
