DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Assist in the preparation of the HPW's Comprehensive Annual Financial Report (CAFR) as well as with the preparation of monthly and year-end closing entries, financial supporting schedules, and CAFR footnotes. Will also assist with the incorporation of the HPW data into the City of Houston CAFR. Oversees and/or conducts monthly general ledger analysis and reconciliation. Assists in evaluating, interpreting and implementing new Governmental Accounting Standards Board (GASB) pronouncements. Conducts special analysis and projects as needed.
This position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting temperature and air conditions
This is a Department of Houston Public Works Emergency Management position at the Tier III Level.
MINIMUM EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Accounting, Business Administration or a closely related field such as Finance, with a minimum of 18 hours in Accounting.
A Master's degree in Accounting, Business Administration or a closely related field with 18 hours in Accounting may be substituted for two years of the experience. A CPA is preferred.
MINIMUM EXPERIENCE REQUIREMENTS
Six years of progressively responsible professional accounting experience, with two of the years as a supervisor, are required.
MINIMUM LICENSE REQUIREMENTS
Ideal candidate must have/demonstrate:
- Excellent written and verbal communication
- Strong background and knowledge in governmental accounting, CAFR compilation, bond and debt accounting, SAP experience, and financial reporting software
- 4 years of financial statement preparation
- Demonstrated ability to train/mentor less experienced professionals
- Proficient in Microsoft Office (Excel, Word, and PowerPoint)
- Bachelor's degree in Accounting or Finance (preferred)
- Certified Public Accountant (CPA) or CPA candidate (preferred)
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
