Education and/or Equivalent Experience:
Graduation with a Bachelor’s degree from an accredited college or university in a related field or major coursework in project management, plus six (6) years of progressively responsible work experience in managing projects.

Energy Efficiency Services annually processes over 10,000 rebate applications totaling up to $25M. This position will direct and manage all aspects of various projects which may include; tracking all projects within EES and managing projects such as ERCOT/DR projects, QA/QC field assessments, new technology platforms, rent rebate reports, ECAD ordinance automation, Energy Profiler Online, energy efficiency programs and new releases for the system where rebates and energy audits are processed. This position will be responsible for performing project management of highly complex projects, project schedules, project budgets, project scope and schedule changes for projects assigned using various tools such as Gantt charts, Microsoft project, schedules, resource allocations, etc. Additionally, this position will manage vendor contractual performance, deliverable and payment, will develop full scale project plans including dependencies, critical path with tracking and reporting on project milestones and deliverables. Other duties include but are not limited to: providing advanced leadership on integrating complex project management technologies, integrating streamlined processes into the ECAD administration, administer, market, develop, monitor, & evaluate project budgets, develop, manage & administer contracts, develop training for internal & external resources, develop & maintain standard operating procedures, administer, develop, review, interpret, & rewrite ordinances, administrative rules, codes, & regulations, participate in short & long range project planning. This position will be in the office and occasionally in the field based on the type of projects assigned.

Three years of lead experience as a project manager using Gantt charts, schedules, budgets, Microsoft project and other tools installing five or more complex projects.
Experience as a lead on an IT project ensuring software releases are installed on time and within budget for a complex software system.
Three years of field experience inspecting residential energy efficiency installations.
Three years of energy efficiency program lead experience.
One year of experience in City Ordinance administration
Three years of experience leading or supervising teams of four or more people.
Ability to travel to multiple locations.
Project Management Professional (PMP) certification within 6 months of hire date.
Duties, Functions and Responsibilities
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Manages the design, development, and implementation of projects to include, but not limited to, gathering and defining the project requirements; obtains staffing requirements; and forms projected teams.
Manages the selection process and administers consultant services, including negotiating contract terms and fees by negotiating the contract, approving the consultant’s product, approving payment to consultant, initiating poor performance remedies, etc.
Develops short- and long-range plans for future to ongoing projects, including estimating timelines for start-up and completion of projects.
Manages, monitors, and reviews contracts and contractors to ensure compliance with contractual obligations, including administering change orders and estimates.
Coordinates and prepares reports and correspondence in response to requests for information from City Manager’s Office, Mayor, and City Council Offices; prepares City Council agenda material such as ordinance memorandums and presentations.
Prepares and delivers presentations to the City Manager, management team, and department directors.
Suggests and implements management solutions to address new or ongoing challenges faced by the City organization.
Manages the performance of professional staff in work involving organizational structure review and operations research and related work reviewing departments, divisions, and programs.
Assists in planning, directing, and coordinating, through subordinate level staff, the department work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures.
Provides technical advice and assistance to City management, field personnel, contractors, etc.
