Contract SME will provide contracting support services, pre-award acquisition planning, document preparation, contract administration, contract close-out, procurement tracking and execution, cost/price analysis support, mentoring, market research, policy, source selection, and analysis support to Roccomar customer.
The candidate shall have the following:
- Possess knowledge and skills for direct customer support, requirements analysis, contract management support, program management support, and mentoring support to facilitate effective work processes and recommending process improvements;
- Knowledge of Federal and agency laws, regulations, and procedures applicable to the acquisition process and to the award and administration of contracts;
- Knowledge of and experience with various contract types, to include but not limited to, Indefinite Delivery Indefinite Quantity contracts, Cost Reimbursement Contracts, and Fixed-Price contracts;
- Knowledge of the Source Selection process;
- Knowledge of processes for negotiated procurements, to include, but not limited to development of negotiation positions; and,
- Knowledge of contract administration principles and the practices to monitor contractor performance.
Candidate shall perform the following:
- Provide comparable expertise in federal procurement, who will provide support in the preparation for award and administration of government contracts, including multiple award indefinite delivery – indefinite quantity contracts, and other acquisition requirements; and,
- Provide individual experts with unique experience and knowledge of the Federal Acquisition Regulation (FAR) and other regulatory and policy supplements, both government-wide (e.g., OMB Circulars) and specific to the Department of Homeland Security (e.g., HSAM);
- Assist With Contract Award and Management support, including recommendations regarding the formation of contracts, and resolution of contract-related issues;
- Assist with Proposal Evaluation support, including quality assurance of Government evaluators’ consensus reports;
- Assist with providing Cost and Pricing support to the Aviation, Maritime and Border Technologies Contracting Division. This support includes analyzing proposals submitted for task orders/delivery orders, and contract modifications;
- Assist with the closeout of contract/task orders in accordance with regulation and ensure proper disposition of file;
- Assist with the award and administration of contracts/task orders in accordance with terms and conditions of applicable laws, regulations and procedures;
- Assist in the performance of cost/price analyses of simple and complex contractor proposals; and,
- Assist the Contracting Officer in developing acquisition strategies.
The following qualifications are desired:
- Active DHS Background Investigation (BI)
- Certified Professional Contracts Manager (CPCM);
- Former Government Contracting Officer who held an Unlimited Warrant;
- Current U.S. Customs and Border Protection Background Investigation; and,
- Program Management Profession (PMP) or equivalent certification.
