What you will do as a Human Resources Manager:
- Foster a lead role towards the credit union’s vision and core values.
- Work with the executive team to execute both long-term and short-term people objectives that directly support and realize business objectives.
- Develop and administer various human resource plans and procedures for the credit union. Keep abreast of changing trends or regulations and react quickly to incorporate those changes into the credit union.
- Plan and organize all activities of the department. Participate in the development of systems, goals, and targets.
- Implement and annually update compensation program, rewrite job descriptions as necessary, conduct and review annual salary surveys, develop salary budget, examine compensation, and monitor performance evaluation program and revise as necessary.
- Manage and process the organization’s payroll. Ensures that payroll functions are completed timely and in accordance with established policies, procedures, and all applicable laws and regulations.
- Administer a comprehensive benefits program. Manage the open enrollment process ensuring that employee communications are clear and reflect the organization’s commitment to creating positive employee experience.
- Process the deduction registers for 401(k) reporting, garnishments and attachments, and cafeteria plan costs. Verify benefit plans are accurately entered by Nextep (PEO) and properly deducted. Work in tandem with external vendors to complete 401k and Pension Plan audits
- Develop, recommend, and implement personnel policies. Prepare and maintain The Employee Handbook on policies and procedures. Provide guidance on managing to and staying compliant with the policies.
- Conduct recruitment efforts for all exempt and nonexempt employees. Create effective advertising strategies, utilize internet resources, and interview and evaluate candidates. Monitor the effectiveness of the recruitment process and coach/guide the management team during the process.
- Partner with executive leaders to design and implement talent acquisition strategies to ensure people are key sources of competitive advantage for the credit union.
- Ensure the New Employee Orientation/Onboarding is executed at the highest level of the credit union’s standards and provides clear and direct communication throughout the entire process.
- Successfully and proactively provide leadership and support to management for annual HR cycles such as annual merit process, annual and introductory performance review process, and identified department goals.
- Actively communicate with the credit union executive team to keep a pulse on morale and employee engagement and performance. Use feedback to identify key themes for the development of appropriate Human Resource programs.
- Coach and advise the executive team on employee performance issues.
- Create/monitor career path programs; provide employee relations counseling, outplacement counseling, and exit interviewing.
- Develop and maintain an affirmative action program. Maintain and file necessary records, reports, and logs to conform to equal employment opportunity regulations.
- Recommend actions and level of progressive discipline with proper follow up throughout the entire process.
- Effectively conduct employee related investigations including allegations of harassment, discrimination or violations of federal or state employment laws.
- Establish and maintain department records and reports. Participate in administrative staff meetings and attend other meetings, such as seminars.
- Maintain the company organization chart.
- Support the continuous enhancement of culture to align with TXDPSCU’s vision and core values.

- Bachelor’s Degree in HR, business, or a related field, or 8+ years of progressive experience in all aspects of Human Resources
- Five+ years of financial institution experience, preferred
- PHR/SHRM certification is a plus
- Hands-on operational leadership experience building people programs
- Experience with benefits, HRIS administration, and processing payroll with incredible attention to detail
- A desire to work in a fast-paced environment

Pay: $75,000.00 - $85,000.00 per year
