Octo Consulting Group is seeking a Project Ocersight Analyst to work as part of a 17 person team responsible for the oversight of IT program operations on behalf of federal civilian agency executing a large, far-reaching Information Technology (IT) Maturity initiative. The Analyst will support an effort for ensuring that the customer’s IT investment decisions are appropriately aligned to the organizational vision and supporting mission goals and objectives. The Analyst will report to the Program Manager and will support and collaborate with the government Technical Monitors, Architects, Engineers, and Analysts as well as various client stakeholders and executive leaders. The successful candidate will bring experience performing similar services at other Federal agencies and will act as a trusted advisor to agency senior leadership by leveraging this experience.

Responsibilities:
Oversee all aspects of individual projects.
Analyze new and complex project-related problems and recommend solutions in order for the project to stay within schedule and scope parameters.

Identifies gaps and risks and presents to management:
Review Project Management Plans for approved projects and their interrelationships in order to meet the Department’s overall goals.
Maintain an integrated master schedule to keep executive stakeholders appraised of key activities, progress, gaps, and risks.
Gather and consolidate risks and issues in the risk register in accordance with the risk management plan
Maintain a repository of all program management artifacts.
Engage in strong collaboration with stakeholders to build consensus to drive successful outcomes – ensure status and deliverables are communicated to stakeholders.
Provide a weekly status report on all active projects.
Track and evaluate portfolio progress and status (i.e. resource requirement adjustments) against planned outcomes and performance goals for completed projects
Support a standardized program management approach for all active and planned projects.
Identify business process improvement options for monitoring IT projects.
Minimum of three (3) years of project and program management experience
PMP certification desirable.
In-depth knowledge of portfolio management and program management processes
Experience aligning project performance and objectives against organizational priorities
Familiarity with the tenets of Agile adoption within Federal environments
Excellent communicator (writing, speaking, listening) with experience leading discussions
Expert knowledge and use of the MS Office suite (Word; Excel; PowerPoint; Project; Visio) used to prepare documents, spreadsheets, and presentations
Ability to work within highly-political environments
Ability to communicate effectively, encourage teamwork, engage stakeholders and influence decisions

Education:
Bachelors of Science or Bachelors of Arts degree required

Clearance:
US Citizenship and an active Public Trust 5c clearance (or equivalent Level 5 Secret)
