The Opportunity
WSDOT has a great opportunity for an experienced real estate professional. The Real Estate Services office in Vancouver is seeking a Property & Acquisition Specialist to join their dynamic team. This position will complete all types of eminent domain property valuation assignments for WSDOT in compliance with Uniform Standards of Professional Appraisal Practice (USPAP), Federal Highway Administration (FHWA) and Washington State Department of Transportation (WSDOT) rules and regulations. In this role, you will apply independent judgment and advanced technical knowledge. This position supports and contributes to the WSDOT mission and vision, strategic plan, goals, and priorities by appraisal of the wide variety of property rights needed to deliver WSDOT transportation projects. Our top candidate will possess exceptional communication skills as this position interacts with local public agency personnel, property owners, realtors, consultant appraisers, and other state agency personnel.
What to Expect
Among the varied range of responsibilities held within this role, you will:

Investigate and determine the need of an eminent domain appraisal for acquisition of real property rights on WSDOT transportation projects.

Independently conduct all types of eminent domain property valuation assignments for WSDOT in compliance with USPAP, FHWA, State, and WSDOT rules and regulations.

Prepare well documented WSDOT compliant narrative appraisal reports, supported by current market research and analysis.

Conduct appraisal fieldwork and inspect existing and proposed transportation projects.
-
Coordinate with Property Management group, to determine the need of an appraisal for surplus WSDOT property including providing market research and analysis for non-appraisal needs.

Consult with and provide recommendations to Acquisition group on complex and non-complex transactions with landowners for purchase of real property rights.

Coordinate and advise region project engineers in evaluating property impacts, including risks, damages and benefits to real property needs for transportation projects.

Track and report the status of right of way projects and appraisal assignments.
Qualifications
To be considered for this opportunity, the following are required:
-
Bachelor’s degree involving major study in business or public administration, real estate, economics, accounting, or related field or equivalent work experience.
AND
-
WA State Certified General Real Estate Appraiser license or able to obtain within 180 days of hire.

Two (2) years of eminent domain appraisal experience and/or appraising all types of real property including vacant land, commercial and industrial real property.
OR
-
One (1) year of experience as a Property & Acquisition Specialist 3 – Appraiser discipline.
In addition to:
-
Experience working independently applying sound analysis to make decisions concerning appraising all types of real property.

Experience understanding instructions, setting priorities, and meeting required deadlines.
It is preferred that qualified candidates also have:
-
Two (2) years of experience successfully completing complex before and after compliant eminent domain appraisal reports and appraisal reports reviewed by a Review Appraiser.

Experience reading, understanding, and interpreting technical and highly specialized written material and convey that material to technical and non-technical staff and the general public.

Knowledge of highway access control, for both limited and managed access highways.
-
Knowledge of eminent domain appraisal requirements based on current USPAP, FHWA, State, and WSDOT rules and regulations.

Personal computer skills associated with the various office related software.

The salary range listed includes the legislative approved general wage increase of 3%, effective on July 1, 2024.

In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.
