Chief Strategy Officer

Rural Capital Workforce Development Board - Cedar Park, TX



Develop, plan, implement and oversee all aspects of business engagement, strategic planning and project management for the WSRCA. Includes managing staff, coordination with contractor regarding business services delivery, implementation of targeted programs, writing required plans and overseeing efforts to engage key industries.

Primary Duties:

  • Effectively manage staff to establish performance-based goals, business relations initiatives, and guidance for continuous improvement
  • Functionally supervise all business services representatives throughout the WSRCA system to direct efforts to priority services and ensure enhanced performance that aligns with business strategies established by the board
  • Develop a focused business outreach plan
  • Responsible for recommending revisions to the employer section of the website
  • Annually increase the number of businesses aware of and using WSRCA services specifically within key industries
  • Ensure a consultative approach is used by business services representatives to engage businesses in the area
  • Coordinate with economic development organizations and community-based organizations to meet the workforce needs of the business community and to stimulate the economic growth of the area
  • Provide input to the COO on any policy revisions and assist with development of such policies as needed
  • Conduct speeches and present information on WSRCA at meetings and business/ community functions
  • Service as first inquiry level for in formal complaint resolution.
  • Job Requirements:

Master’s degree from an accredited college or university in business, organizational development, human resources, public administration or other equivalent degree required.

A minimum of five years progressively responsible experience with the proven ability to effectively manage processes, systems, and people.

Three years of supervisory experience required

Workforce development senior management level experience is preferred

Demonstrated experience or ability for strategic development and management at an executive level.

Thorough knowledge of Workforce policies, programs, and systems is preferred.

Demonstrated ability to effectively communicate in verbal and written forms

EMSI, Jobs EQ, or Burning Glass knowledge is preferred.
