The Environmental Engineer - SPCC/SWPPP Plan Developer (P.E.) provides Water Compliance support for DoD installations requiring plan update and 5-year reviews for Spill Prevention Control and Countermeasure (SPCC), Storm Water Pollution Prevention Plan (SWPPP), Facility Response Plans (FRP), Oil and Hazardous Substances Spill Prevention and Response Plans (OHS SPRP) and Oil Spill Response training. Plan updates and training are required to support installations throughout the United States. Will produce associated plan updates for assigned installations and ensure timely submission of deliverables.
Essential Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)
Develop SPCC requirement checklists to ensure all plan elements are properly developed and comply with Federal regulations including 40 CFR Part 122, as well as State, Air Force, and other applicable requirements in effect at the time initiated.
Identify changes that materially affect the facility spill potential for SPCC updates
Review all existing tanks/hazardous substance/POL/piping/loading rack areas
Inspect/confirm/update secondary containment capacity calculations for all tanks, storage areas, loading racks, piping, etc.
Verify spill/overfill prevention equipment and responsible personnel information
Investigate all facility changes since previous plan
Confirm actual tank locations, secondary containment areas
Develop SWPPP requirement checklists to ensure compliance with applicable Federal regulations including 40 CFR Part 122, State, and Air Force requirements
Identify all sources of storm water pollutants (industrial in nature), both new and existing
Verify storm water discharge management procedures, secondary containment areas, spill history, and spill response procedures
Ensure accuracy of existing facility maps/diagrams for all storm water pollution sources
Develop SWPPP updates to ensure compliance with all applicable permit requirements
Update Facility Response Plans (FRP), Oil and Hazardous Substances Spill Prevention and Response Plans (OHS SPRP) as applicable
Other duties as assigned
Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
Bachelor’s Degree in related field
Licensed Professional Engineer (state certifications may vary)
Minimum of three (3) years water program compliance experience
Minimum of two (2) years’ experience developing SPCC/SWPPP plans (prefer DoD experience)
Must be able to obtain a NACI clearance
Ability to obtain P.E. certifications in additional states where required.
Knowledge, Skills and Abilities:
Ability to travel one to two weeks per month outside primary work location
Knowledge of Federal water regulation related to storm water and spill prevention/control
Highly skilled technical writer and editor
Microsoft Office 365 and SharePoint
Must be familiar with 40CFR112, 40CFR280-281, AFIs, API, STI, and applicable state standards and requirements
Must be able to travel a minimum of one week every month throughout continental U.S.

During visits to areas of operations, may be required to climb ladders, walk long distances on non-paved surfaces, climb berms, move between tanks, and lift objects weighing up to 25 pounds
