Jacobs is seeking a Procurement Support Specialist in Springfield, VA. Duties will include:
Perform daily procurement like activities as assigned by management or customer tasking systems
Perform purchasing activities as assigned by the immediate on-site supervisor or customer tasking systems
Maintain CPSR compliance. These records must be pristine in case of internal and external audit or review, and any discrepancies and corrective actions are the responsibility and direction of the on-site procurement supervisor and compliance lead
Prioritize work daily depended upon urgent and first in first out assignments
Ensure all procurement files are in compliance with CPSR, FAR, DFAR, Government and Agency-specific regulations, and/or company policies and procedures
Processes and completes simple to complex purchase requests; determines prices from available vendors which meet cost and quality guidelines; places orders; verifies receipt of purchase
Conducts complex negotiations with suppliers to obtain products at the best quantity and cost in order to ensure end-users needs are met; negotiates delivery, terms and conditions, and pricing
Ensures that the items and services are purchased from specified suppliers and are delivered according to agreed terms and conditions
Responsible for coordinating with receiving department to resolve any receipt issues so no delays will occur in delivery
Solicits vendors for materials, products and services through formal RFP/Qs to include competitive and single/source
Maintain communication with suppliers during the course of procurements in order to ensure timely delivery while maintaining compliance with the requirements of the procurement documents. Establishes relationships with new suppliers and develops new supply sources
Receives and evaluates proposals, quotations, and bids for acquisitions
Analyzes bids for specification compliance, prices, delivery commitments and past performance
Reviews planned orders. The acquisitions process and compliance to agency regulations is often complex and determined by size and value of the contract, with the higher the value, the more complex it becomes
Responsibilities of any procurement specialist are record keeping. That means staying on top of everything from purchase orders and receipts to tracking numbers
Works under and reports to a first line on-site contractor supervisor and at this level has no supervisory authority
Other duties as assigned
Periodic responsibilities include:
Assist other team members with other assignments as needed and directed by supervisor
Active TS/SCI with polygraph required
Requires two (2) years of college with courses in business administration, industrial management, or appropriate discipline, and five (5) years progressive experience, or any equivalent combination of relevant education and experience
Advanced oral and written communication skills are required along with comprehensive knowledge of company policies, procedures and work flow processes
Must be able to interface with individuals at all levels of the organization both verbally and in writing
Proficiency in the use of MS Office product suite (PowerPoint ,Excel, Word, SharePoint)
Some PC repair/troubleshooting skills may be required
Effective time management skills
Ability to become familiar with Agency and Logistics regulations, policies, and unique authorities
Some Basic knowledge of Logistics procedures and policies specific to the area of assignment
Some Basic knowledge of various Logistics databases and applications
Basic knowledge of how to read and interpret routine financial statements
Oral and written communication skills sufficient to compose and deliver responses to customers’ routine questions in a clear and concise manner
Ability to develop an internal network of professional working relationships within the work unit and with service partners’ counterparts in other Offices
Ability to interact with customers effectively in resolving routine problems
Ability to adapt to changing work requirements and priorities
Ability to use good judgment and personal initiative in recognizing appropriate action to be taken for completion of tasks
Ability to demonstrate a high level of service delivery

Ability to elicit information on moderately complex technical problems from non-technical customers for resolution of problems requiring significant analysis across multiple environments

Comprehensive knowledge of FAR, DFARS, CPSR, and contractual and customer requirements to ensure all procurement activity performed is done so in a compliant manner and in accordance with company policies
Essential Job Functions
General Office environment: The work environment is fast-paced and sometimes involves extreme deadline pressures. The nature of the work requires a high degree of teamwork and cooperation with other members of the staff as well as individuals across the Company and Customers.
Typically employees sit comfortably to do their work, interspersed by brief periods of standing, walking, bending, and carrying papers and books, and extensive periods requiring the use of computer terminals to accomplish work objectives. Most work will be done at a desk or computer, however there may be times you go in the warehouse to look for items.
Equipment and Machines:
General office equipment including PC/laptop, Fax, Copiers, Shredder, Printers, Telephone, and other miscellaneous office equipment.
Must be able to maintain regular, reliable attendance and ensure on time daily arrival. Attendance is critical at all times. Must be able to work a 40-hour workweek, normally Monday through Friday. However, times and days may vary depending on business requirements. Needs to be available to work overtime during critical peaks and be available to meet last minute requests for overtime should the situation occur.
Other Essential Functions:
Must take and pass a drug test and background check. Must be able to communicate effectively both verbally and in writing.Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation . Must be well-organized with the ability to coordinate and prioritize multiple tasks simultaneously. Must work well under pressure to meet deadline requirements. Must be willing to travel as needed.
