The USDA Cybersecurity Operations consolidation and ISCM CDM Program drives substantial change of business processes across the enterprise. Key to realizing the full benefits of the technical solutions is ensuring the business processes are aligned and/or new processes developed. Alignment of processes, along with education and training, with implementation of the technical capabilities fully operationalizes CDM Phase 1 and 3 within USDA to support our
critical missions and customers. Based on the level of work the Government would expect one dedicated individual would be required to meet this need in Washington, D.C. ISCM CDM Business Process Re-Engineering support includes:
Attend all CDM Program Integrated Project Team (IPT) meetings and User and Governance Working Integrated Project Team (WIPT) meetings.
Directly support the ISCM CDM Program Manager and WIPTs Chair.
Assess need for new or updated business processes to ensure the Department avoids maintaining and automating redundant, inefficient or unnecessary processes in support of CDM solutions operations.
Provide expert level recommendations that enable and assist in the implementation of the CDM solutions to achieve desired results.
Review the ISCM CDM current operating model and make recommendations based on any identified gaps found during assessment.
Align business process re-engineering efforts with internal ISC business process improvement efforts where applicable.
Develop and test new and viable business models. This may include program realignments and creation of programs and initiatives to assist ISC and CDM stakeholders embrace developed business models and processes.
The Contractor will also support ISC management and the ISCM CDM Program manager’s need to present revised business models, strategies and/or processes to stakeholders.
As part of the ISCM CDM Governance and User WIPTs (and other working groups and/or IPTs as required), support definition and development of Responsible, Accountable, Consulted and Informed (RACI) matrices, User Permissions as well as overall processes for each CDM solution.
As needed, perform process gap assessments to determine where processes are needed, or updates are required.
