The Assistant Commissioner serves as the Commissioner's senior manager for all matters pertaining to strategic business planning, strategy execution and change management including policy development, oversight, and program management.
Furthermore, the AC;
Ensures the accomplishment of PBS strategic business planning to include the design and implementation of overarching strategic initiatives critical to PBS Strategy and provides national leadership and exercises management responsibility for policy, planning, development, and execution of programs related to nationwide strategic planning and performance-based activities.
Develops and champions the Public Buildings Service (PBS) strategic priorities and facilitates the planning, development, implementation and operationalization of PBS strategy. Leads and coordinates the strategy planning and performance management activities within and across the PBS enterprise.
Based on the established strategic priorities and related initiatives, proactively develops engagement strategies with senior level stakeholders both internally and externally at OMB, Congress, and with industry in close coordination with the appropriate Chief Executive Officers in GSA.
Manages reviews of the planning process, develops analyses used to monitor organizational effectiveness, and initiates changes and continually improves PBS' strategic planning approach to accomplish PBS' mission and goals.
Leads management of enterprise strategic special projects. Coordinates and partners with PBS program and regional offices, GSA support offices, and external stakeholders as needed to ensure enterprise-wide focus as needed to ensure inclusion of all stakeholder viewpoints.
Evaluates the effectiveness of existing PBS program and regional office business plans and performance metrics in achieving specified outcomes and furthering the PBS long-range strategic direction. Monitors PBS performance and progress towards meeting performance goals and metrics through collection of essential program data and preparation of reports and analytic studies.
Establishes change management and communications programs to increase adoption of selected cross cutting PBS strategic and government-wide initiatives. Develop strategies to increase customer engagement by working closely with stakeholders, federal agency customers and the acquisition communities. Manages enterprise-level information sharing opportunities with other GSA Service and Staff Offices, Federal agencies, and industry.

CONDITIONS OF EMPLOYMENT:
This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grant you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
If tentatively selected, you will be required to submit a Declaration for Federal Employment.
