The HR Reinvention Strategy Consultant shall work with the Federal agency staff and stakeholders for providing development support for the PeopleSoft HCM application. You are responsible for planning, collecting requirements, update business process workflow, and track policy changes for application the PeopleSoft HRMS application. The Strategy Consultant will direct a team of 8 – 15 people and will plan and managing requirements analysis, system design, and coordinating with developers to build and integrate with other HR systems and processes. Primary duties include:

Elicits and documents requirements and specifications, translates customer requirements into the best fit within the system.
Develops and maintains standard systems requirement documents such as business process workflows, Functional Requirements, Documents; Requirement Traceability Matrix, and use cases.
Evaluates and provides feedback on system and functional design documents, test plans and scenarios, and other associated artifacts.
Defines test scenarios based on requirements and builds test scripts to prove each scenario through system and user acceptance testing.
Supports technical design reviews, enterprise approach validations, and work product assessments.

Required Technical and Professional Expertise

Experiences with Federal HR processing.
5+ years of Experience with PeopleSoft HCM 9.2.
Meets deadlines and manages multiple, dynamic priorities.
Communicates effectively and demonstrates ability to work in a team-oriented environment.
Public Trust Clearance

Preferred Tech and Prof Experience

Experience with PeopleSoft HCM 9.2
Experiences in application configuration and security setup.
Experience with ETL technologies.
Experience interacting with and/or leading technical infrastructure teams.
