Information Technology Task Order Lead

Raytheon is supporting a U.S. Government customer on a large mission critical development and sustainment program to design, build, deliver, and operate a network operations environment; including introducing new cyber capabilities to address emerging threats. In support of the customer’s strategic direction, Raytheon is looking for individuals who can support the protection of the customer environment.

The Task Order Lead is responsible for the Operations and Maintenance team to include Sustainment, Security Operations Center (SOC), Network Operations Center (NOC), Database Administration, Desktop Systems Management, Core Infrastructure, and Service Desk operations. The Task Order Lead has significant responsibility and span of influence in leading a team of over 200+ Information Technology professionals operating and maintaining this highly dynamic network environment. This person works closely and collaboratively with the Development Lead and Chief Engineer; and should have experience managing activities associated with the O&M and security of large scale networks used by the US Government.

Responsibilities include:
Lead a large team operating complex tools protecting critical networks and associated infrastructure.Maintain a strong relationship with the customer based upon frequent meetings and interactions which are characterized by attention to Customer “Must haves” and the co-development of a shared vision for the program’s future.Ensure customer responsiveness. Enforce team responsiveness SLA of 10 minutes during workday hours (0800-1700) and no longer than 60 minutes at all other times.Familiarity with Cyber Threat Operations, Core Infrastructure support, Service Help Desk, and Software Quality measuresAbility to manage security services for successful completion of certification and accreditation (C&A) requirement to obtain Authority to Operate (ATO) for network componentsExperience with continuous monitoring and establishing processes and practices that comply with FISMA requirementsExperience in cyber security, including one or more of the following is required: standard practices, methodologies, technologies, application design, and operational environment.Experience with staffing a large program to bring the right skills and experience to the team and further develop the workforce to strengthen skills and evolve with network transformation efforts.Ability to establish the O&M team’s role within the agile, DevSecOps process to include implementing best practices to provide the speed and agility the customer needs while maintaining engineering discipline to deliver effective capabilitiesExperience with Disaster Recovery (DR) and Continuity of Operations (COOP), including the ability to evaluate such mission requirements for components of an enterprise environmentManage task order duties such as reports, status updates and determining priorities, schedules and cost estimatesManaging task orders role in a system lifecycle systems - operations, maintenance, certification, deployment and disposal activities. Participates in special projects as requiredRequired Skills:

Must have active Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) read-in- Must be a U.S. Citizen

  • Must have a minimum of 12 years of directly relevant experience.
  • Demonstrated experience leading NOC / SOC (within 5 years), Database Administration, Desktop Systems Management, Core Infrastructure and/or Service Desk operations within a large technology effort (> 75 engineers) and performing related functions for contracts in excess of $25M per annum
Demonstrated experience as the primary interface with U.S. government customers for all operations; including demonstrating strong customer focused leadership competency with ability to partner and instill a customer-focused attitude within the workforce and encourage the power of ideas as a cornerstone of innovation which pervades the program Demonstrated experience in leading and creating highly effective teams to include onboarding the right skills for the task and mentoring team members for a successful outcome Experience in successfully implementing new concepts and approaches, such as automation, Cloud, Agile or DevSecOps. Establishing the processes, procedures and environments to swiftly engrain these transformational processes into daily operations. Three (3) or more years of experience in cyber security or information assurance, including one or more of the following is required: standard practices, methodologies, technologies, application design, and operational environment.Two (2) or more years of experience with cloud-based systems, architectures and/or analytics Experience performing the Program Management related functions for contracts in excess of $25M per annumProven ability to develop SLA/SLO criteria aligned to best practices and operational tool baseline (Altiris, HPopenview, etc), to include strong understanding of monitoring and instrumentation of enterprise level environments.- Familiarity with agile software and system lifecycle methodologies (e.g. ISO, CMMI, ITIL); ITILv3 certification highly desired
Excellent communication skillsMust be able to work collaboratively across agencies and physical locations

Desired Skills:
Experience supporting programs at multiple physical locations.
Demonstrated experience managing Agile development programs.
Project management experience is required.
Three (3) or more years of experience with managed services applications.
Cyber or IT operational background is highly desired, such as experience with one or more of the following:
Security COTS integration
Operating System Hardening
Vulnerability Assessment testing
Identification and Authentication schemes
Public Key Infrastructure and Identity Management
Cross Domain Solutions
Computer Network Operations (CNO)
Malware Analysis
Reverse Software Engineering
Security engineering
Experience developing system performance, availability, scalability, manageability and security solutions and defining metrics for mid-to-large scale programs
Demonstrated ability to provide input to hardware (COTS/GOTS/capacity/etc) recommendations, including support for Technology Insertion in Government Technical Reference Model (TRM)
Understanding of the processes and guidelines for Certifying & Accrediting information systems based upon experience on a large-scale development program.
2 years demonstrated experience in the deployment and operation of cloud-based systems, architectures, and analytics development
Demonstrated experience in Agile Development and DevOps

Desired Certifications:
DODI 8570.1-M Compliance at IAM Level III required (e.g. CISSP)
Project Management Professional (PMP) or similar certification desired
PMP Certification
ITIL Certification

Required Education:
Bachelor’s degree in Software Engineering, Computer Science, Systems Engineering, or a related discipline is required. Master’s degree or PhD in applicable discipline desired
