Serves as a program specialist in the area of relocation services. Performs technical and/or clerical work related to state and/or federally funded right-of-way relocations. Work requires considerable contact with private entities and governmental agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
The essential duties for this job include:
Assists in developing and preparing program manuals and/or classroom materials.
Coordinates execution of relocation, acquisition, lease and/or condemnation papers with Department payment processing personnel, property owners and title companies for commitment and closure.
Coordinates, reviews and processes relocation payment requests for correlation with associated documents for property reimbursement, relocation costs and/or eminent domain proceedings.
Develops, implements and interprets Department policies and procedures.
Ensures compliance with applicable state and federal laws; oversees and advises personnel on proper implementation.
Oversees current projects for progress and pending projects for planning purposes; consults and advises personnel in policies and procedures.
Researches problems and coordinates solutions regarding program processes and procedures; prepares correspondence and makes recommendations to improve programs.
Serves as a Department expert in program responsibilities.
Trains other employees.
Performs other job responsibilities as assigned.

Real estate practices, procedures and terminology
Relocation assistance policies and procedures
Manages conflicts quickly, expressing opinions directly and determining resolution in order to advance work and maintain effective relationships

Preparing and maintaining confidential and sensitive records, files and reports
Interpreting applicable information
Training in a classroom, office and field environment
The use of personal computers and applicable programs, applications and systems

4 years in Right of Way -related work (Experience can be satisfied by full-time or prorated part-time equivalent)
No supervisory experience required.
Relevant experience may be substituted for education on a year per year basis.
