Job Description

PURPOSE OF POSITION: The Personnel Representative, under the direct supervision of the Assistant Personnel Director, supports the Human Resources (HR) efforts at NYC Health + Hospitals/ Elmhurst and Queens with an emphasis on Employment and Compliance. The Personnel Representative participates in the implementation of personnel administration and employee relations programs, and is responsible for ensuring that all employees are in compliance with their performance appraisal packages. Additionally, this position supports hospital audits.

Completes daily data entry of employee performance appraisal packages.
Performs full cycle recruiting from job posting to new hire orientation.
Responsible for accurate and timely onboarding of new employees and temporary workers, which includes completing background investigations.
Coordinates New Hire Orientation by confirming speakers and IT support; prepares packages and speaker presentations; may present material at new hire orientation.
Enrolls staff into ELM trainings and credits employees for attending new hire orientation.
Responsible for tracking expiring employee licenses by running monthly license reports and updating PeopleSoft with current NYS licensure information.
Coordinates implementation of training and staff development programs and assists department supervisors with operation of training programs.
Assists in the development of annual in-service mandatory training.
Participates in special projects by assisting department and colleagues as required.
Consults supervisors and employees on job training and development opportunities.
Utilizes PeopleSoft HRIS to process reports, enter data, and maintain compliance with all NYC Health + Hospitals personnel policies and procedures; provides back-up to the Assistant Personnel Director with all reporting needs.
Supports centralized HR functions, such as benefits, by providing information as needed.
Participates in JCAHO and other hospital surveys or regulatory reviews.
Provides coverage/relief of the front desk and fields all general HR inquires.
Performs all other duties as assigned by the Assistant Personnel Director.
Minimum Qualifications

1. A Baccalaureate Degree in a relevant field from an accredited college or university; or,
2. Graduation from a senior high school and four years of satisfactory semi-professional or technical experience in personnel operations; or,
3. A satisfactory equivalent combination of education, training and experience.
