We are searching for experienced Government Records Management (RM) support analysts to provide strategic, technical, and functional consulting, analysis, and program support to federal clients. If you have a passion on advising and supporting the RM lifecycle (develop plans, evaluate efficiencies while ensuring compliance, modify processes, improving performance, prepare communications and training, execute RM support) including R&D and support, working directly with the Government client, this would be of interest to you.

We are looking for RM analysts who are highly motivated to move RM beyond compliance, who in the first month on a new Federal client, can quickly understand current RM concept of operations (as it varies by Agency), their governance, and expected role functions.

  • Within the first three months be able to not only make recommendations for RM improvements, but immediately demonstrate your strong grasp of RM requirements.
  • You will work on strategies, tactical approaches, and hands-on in offsite storage, design, centralizing concepts, and file digitization
  • You will need to not survive but thrive in navigating the nature of bureaucratic, political, and educational complexities of supporting the stakeholder, end investment user, and overall executive committees and governance.
  • Finally, within the first year, see the recommendations come to life by executing, coaching, mentoring, educating, and assuring the implementation is tracking to your transition recommendations, roadmap, and transition plans time, metrics, and costs.
The work is expected to be at a Federal "Earth Agency" (agencies involved in air, land, water, energy, science, remote sensing, mapping, or the like supporting resource management or studies). Tasks may include:

  • Assess and Analyze RM Program - Assist with identifying weaknesses and deficiencies in improving the accessibility and preservation of archival collections and assists in the development of mitigation strategies; Participate in the development and conduct information program surveys, audits, reviews and analyses of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives; Review and interprets records and information program directives, instructions, regulations, and delegations of authority for potential impact on program objectives, operating policies, work operations, and progress;
  • Coordinate with other organizational components on records and other information programs providing guidance, coordination, and assistance in complying with Federal regulations and government policies;
  • Provide Solution Architecture for digitizing records and information management
  • Support Off-Site Storage, digitization ‘scanning” projects, and draft RRS Schedules
  • Provide support with inventory management of electronic data and physical records, including categorizing records for ensuring the appropriate disposition;
  • Monitor data management reporting system(s) affecting programs with interrelated functions and operations.
  • Extract, summarize, and analyze records and information program data; provide technical expertise on records holdings and needs and facilitate the records movement and its corresponding documentation as required by the Records and FOIA Officer; and
  • Prepare documentation on digitization and records management program activities for groups at various organizational levels.

Minimum Requirements:
  • Bachelor's Degree in Information Science, Information Technology, or specific relevant subject area
  • 5 year experience in RM technology or business consulting. Additionally, this position requires specific 1+ years of project experience with civilian government context of policy and law.
  • Experience in offsite storage, design, centralizing concepts, and file digitization
  • Archivist of the US Certificate of Completion of NARA Federal Records Management Training Program
  • Preferred to be ICRM Certified Records Manager (CRM)
  • Some additional special considerations and skills :
  • Records Management Certification (CRM issued by ARMA)
  • American Society for Access Professionals membership
  • Project Management Certification
  • Subject Matter Expertise in records management, including analyzing, interpreting, and applying records management principles, concepts, and best practices to develop, implement, and improve records management programs, policies, processes, and tools
  • Prefer have legal records and experience in supporting litigation holds as noted
  • Project experience with electronic records management systems (ERMS), planning and conducting formal analyses, evaluations, or reviews of records management functions, programs, activities, and issues and preparing and delivering written reports, briefings, whitepapers, findings, recommendations, and other written communications
  • Knowledge of federal records management statutes, regulations, and policies, including 44 US Code, Chapter 31, Records Management by Federal Agencies, Subchapter B of 36 CFR Chapter XII, Subchapter B - Records Management, OMB/NARA Memorandum M-12-18, and Managing Government Records Directive, August 24, 2012, Chapter 35, A-130, Management of Federal Information Resources, FOIA, GPRA, the Privacy Act, FISMA, CPIC, and FEA
  • Must be able to travel 10-20% of the time in US, possible AK/HI or International
  • Previous experience supporting scientific programs, preferably government related, in earth management and sciences including marine, atmospheric, hydrological, topographic, geological, renewable, or a myriad of dozens of other critical earth sciences.
  • Must be able to rapidly context switch across subject matter, communication and architecture products, and stakeholder audiences.
  • Must be able to pass basic NACI, background, drug and reference checks
  • Have a home office with frequent on-site presence or on-site 100%
  • Must be able to demonstrate fast, quality typing as well as fast visual prototyping.
  • Tool Experience in PowerPoint, Visio, Office Automation
  • No Relocation Assistance, must be local
