West Chester University of Pennsylvania invites applicants for the position of Assistant Purchasing Manager for the Business Services area. This position reports to the Purchasing Manager and will assist the Purchasing Manager in the overall management of the central purchasing unit. Responsibilities include but are not limited to the preparation and review of procurement documents and processes necessary to successfully and compliantly bid and award purchase orders and contracts for commodities, equipment and [non-construction] services.
The Assistant Purchasing Manager also serves as the primary liaison for the Procureware System (e-bidding) and provides training for procurement staff, as needed. In addition, is the primary liaison for e-requisitioning training for new employees and assists campus end users with ongoing e-requisitioning support. Supervises four (4) Purchasing Agents. In the absent of the Purchasing Manager, performs additional duties as required.
Bachelor's Degree in field relating to the skills required is preferred or equivalent combination of education, training and experience.
Three to Four years of experience in procurement contract administration that included contracts that dealt firsthand with state and local laws and regulations.
Detail oriented responsibility for accuracy
Ability to work independently as well as with a team
Strong organizational, analytical, and problem solving skills, and ability to prioritize and handle multiple tasks simultaneously.
Knowledge of SAP or other enterprise financial system and an e-bidding platform is desirable.
Experience with Pennsylvania Procurement laws is a plus.
Salary is up to $72,226 dependent upon qualifications and experience. Excellent benefits package including tuition fee waiver for self and dependents.
