This position is located in the Engineering & Technical Management Directorate (EN) of the Air Force Sustainment Center (AFSC). This position will serve as the Director of Engineering and Technical Management, Air Force Sustainment Center (AFSC) at Tinker AFB, OK and is responsible for advising the Air Force Sustainment Center (AFSC) Commander (CC) as the senior technical leader. He/she serves as the lead providing engineering and technical support in functional areas that apply across the enterprise as designated by Air Force (AF), Air Force Materiel Command (AFMC), and AFSC to include enterprise sustainment functions of data collection, analyses, reporting and consultation. He/she is the most senior engineering manager for the site and is collocated with an AFSC Engineering Functional. The incumbent helps ensure horizontal integration with and problem solving across AFSC and sustainment challenges affecting multiple AFMC centers. In addition, he/she provides executive technical leadership and workforce development to other AFMC S&Es located at Tinker AFB and Robins AFB. He/she serves as the champion for DoD supply chain support across the AFSC installations, to include primarily AF and Defense Logistics Agency supply chains. The incumbent is also directly responsible to AFSC/CC for improving internal AFSC processes for engineering assistance to production and leads AF and DoD wide teams in the improvement of engineering support to the supply process, including manpower, tools, databases, policies and novel approval authorities.

A . MINIMUM QUALIFICATION:

2. Certification Requirements:
This is a Critical Acquisition Position (CAP). A 3-year tenure agreement is required for the position. The selectee must also meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements cited below, unless a waiver is granted by the AF Senior Acquisition Executive (SAE). Please indicate in your resume the level and source of certification or eligibility for certification.
a. Level III certification in Engineering or can be obtained within 24 months.
b.10 years of acquisition experience or equivalent, 4 of which were in a Critical Acquisition Position (CAP) or equivalent position.
B . MANDATORY TECHNICAL QUALIFICATIONS :
A supplemental statement that separately addresses each of the Technical Qualifications; including specific examples of your experience, education and accomplishments that directly relate to the technical qualifications must be submitted. The following mandatory qualification requirements are essential for successful performance in the position:
1. Extensive systems engineering and technical management experience in the development, integration, test, production, and sustainment of major aircraft systems/subsystems, software and/or components with demonstrated expertise in engineering integration, analysis, manufacturing, and repair.
2. Demonstrated understanding of the breadth of research, development, acquisition, test, and technology transition involved in repair/overhaul facilities, supply chain, and software maintenance and development.
3. Extensive knowledge and demonstrated leadership in the technical oversight of a large, diverse industrial activity; including experience in developing controls and metrics to prioritize and balance competing requirements, setting, executing, and managing priorities.
C. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQs ):
The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES); they also reinforce the concept of an "SES corporate culture."
Executive Qualifications Statements, which do not clearly address the five ECQs (listed below) in the challenge/context/action/result (C-C-A-R) model format, will not be considered adequate for evaluation. ECQ 5 - BUILDING COALITIONS :
This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
D. DESIRABLE QUALIFICATIONS:
The following will be used to help rate and rank eligible candidates:
1. Regardless of governmental agency or department, a career broadening assignment complementary of this position is highly desirable (Examples: Plans and Programs, Financial Management, Contracting, Program Management, Logistics.)
2. Mix of experience at the following:
Major Command (MAJCOM), Combatant Command (COCOM) Service Component, Office of the Secretary of Defense (OSD), Joint Staff, Headquarters Air Force (HAF), other Federal agency or equivalent academic/industry experience.
3. Completion of Senior Developmental Education and/or equivalent executive development such as Leadership in a Democratic Society, Senior Executive Fellows, National Security Management, Leadership Assessment & Feedback Seminar, Executive Business Management, and/or two equivalent-level executive courses from other colleges, universities, or agencies.
4. An advanced degree in engineering or related field is highly desirable.
This position has a positive education requirement for the 0801, General Engineering Series:
a. A professional engineering bachelors's degree from an accredited institution is required. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
b. A combination of education and experience as required by the U.S. Office of Personnel Management (OPM). How You Will Be Evaluated

Failure to meet any one of the mandatory technical or executive core qualification standards will eliminate a candidate from further consideration. A screening panel will evaluate the candidates for this position composed of a diverse mix of senior executives selected for organizational and/or functional backgrounds relevant to this position.
