The Commonwealth of Massachusetts is currently seeking a professional, self- motivated and well organized project leader to join the Executive Office of Health and Human Services team as the IT Project Development/Implementation Manager. The position will be assigned to the Department of Mental Health and its IT systems at DPH hospitals and other EHS facilities. Under the direction of the Assist. Chief Information Officer (ACIO), Deputy ACIO (DACIO) and/or Director/Manager/Supervisor, the IT Project Manager’s primary responsibility will be to lead the technical projects in all phases including, but not limited to, inception to requirements defeinition, application development/configuration to implementation and rollout. The individual is expected to be hands on with all application phases including managing internal an external teams.

The position requires the candidate to be energetic, detail oriented with exceptional communication skills (both written and verbal) to lead and manage IT projects supporting business-driven and customer service-oriented initiatives with cross agency collaboration. The ideal candidate must be a team player able to function independently under the direction of the Manager and/or Senior/Executive Management with little or no supervision. This is a highly visible positon requiring constant interaction with Executives across the secretariat as well as intra-agency cooperation on a variety of projects ranging in scope and complexity. The individual must be able to multi-task and adhere to deadlines and set priories as dictated by agency directives and needs.

The position requires handling sensitive information with discretion and diplomacy and exhibiting exemplarily work ethic and professionalism. May require light travel to other offices across the state.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES
Ensure all agency applications are functional and meeting the business needs by providing daily ongoing operational support as needed
Coordinating project activities for adherence to project plan and goals for multiple applications (large/small). Identifying risks and schedule impacts for each individual application and as a whole.
Reporting of Project status, timelines and risks to upper management. Projecting the next fiscal year and beyond for releases and time-lines.
Developing detailed project plans, work breakdown structures, project checklist and budgets to meet established time frames, funding limitations and staffing availability
Working with IT and business stakeholders to develop a transition plan with detailed milestones and activities as directed by manager and as dictated by the organizational needs.
Implementing the transition plan and reporting status and risks on a weekly basis to application stakeholders.
Collaborating with EOHHS agency business leaders to develop and maintain ongoing release schedules
Gather requirements by facilitating JAD sessions, conducting interviews, work flow analysis, process analysis, and observation sessions
Supports full Systems Development Life cycle: Requirement Definition, Analysis, Design, Development, Testing and Conversion.
Preparing comprehensive supporting plans in the areas of quality control, risk management, change management, testing and other associated project management areas.
Adhering to established Commonwealth policy and procedures with respect to project management methodology quality assurance and other related standards
Managing multiple projects with high visibility for the agency concurrently.
Managing project development process and identify transition plan of knowledge transfer, environment setups, etc.
Performing work adhering to industry recognized standards, guidelines and best practices.
Tracking defects and assistance the help desk for response to inquiries.
Coordinating efforts with the Development team, Business Analysts, SQA team, Business SMEs, Business leadership, other agencies and others as needed and/or required by Manager.
Communicate non-technical and technical audiences for project status reporting and knowledge transfer.
Works closely with business users to describe/present application/system changes and functionality in laymen terms so the user community can easily grasp the application enhancements/modifications.
Takes the lead on ensuring all project/system documentation meets user needs and has appropriate approvals in accordance with the project deliverables schedules.
Makes Executive presentations on various aspects of the projects, lead meetings and other project activities
Conducts user training as dictated by project needs and required by the Manager.
Steps in as needed to ensure all operations are running smoothly and brings issues/risks to upper management if cannot resolve timely within teams.
Ability to provide creative cost effective and efficient solutions to complex issues and make recommendations to simply processes and procedures where possible.
Handle sensitive information with discretion and diplomacy
Must demonstrate exemplarily work ethic and professionalism

Qualifications

Minimum (10) ten years of extensive hands-on experience with project management as the project manager with full accountability and financial responsibility
Minimum (10) ten years of IT experience in one or more technical roles
Knowledge of SDLC and Project Management methodologies
Experience with implementations of complex IT projects
Knowledge of development and testing tools/environments
Experience drafting application requirements documentation and functional specifications
Customer centric attitude and customer service experience
Experience leading JAD sessions and other project meetings
Creating project financial spreadsheets tracking progress, costs and resources
Must be detail oriented with exceptional communication skills (both written and verbal)
Strong leadership and negotiation skills
Must be a team player able to function independently with little or no supervision.
Must be able to multi-task and adhere to deadlines and set priories as dictated by agency directives and needs.
Proven ability to develop and maintain effective relationships with management, end users and project team members
Proven ability to interact effectively with technical personnel and with a wide variety of technical resources
Proven ability to translate and communicate technical concepts, information, plans, and procedures to both technical personnel and non-IT business users
Demonstrated ability to conduct detailed planning, and to perform risk assessments and their associated risk mitigation actions
Experience with large complex environments and change management practices.
Skill and experience working with relational databases
Experience managing direct reports of technical staff (mimum 4 staff) and project teams in a matrix reporting structure is required
Strong oral and written communication skills with the ability to communicate to various levels of team members and management to clarify needs and evaluate alternative business solutions.
Extensive experience troubleshooting technical environments including but not limited to reviewing application code, debugging, reviewing application server logs, reports, etc….
Skill and experience working with traditional use case based analysis of business processes.
Strong oral and written communication skills with the ability to communicate to various levels of team members and management to clarify needs and evaluate alternative business solutions.
Experience leading solutions from, planning, scope definition and deployment.
Demonstrated experience solving business and technical issues while supporting colleagues in a coaching and mentoring capacity.
Proven ability to quickly adapt to evolving business processes and operations.
Experience migrating server infrastructure from End of Life Servers to new environments
Experience with and preparing project documentation such as detailed requirements, test plans, defect tracking sheets, user guides, functional specifications, etc…
Experience with Microsoft development tools MS Visual Studio, documentation collaboration environments and reporting tools
Proficiency with MS Office applications including Excel, Word, Visio, Outlook and PowerPoint. MS Project

Preferred Qualifications
Project Management Professional (PMP) Certificate
Experience with Health and Human Services policies, programs and applications
Knowledge of state agencies and infrastructure environments
