The primary purpose of this position is to assist the Realty Officer in management, analysis, acquisition, disposal, classification, accounting, and utilization of real property to attain the highest and best use.
Participates in site selection surveys/processes, which lead to acquisition of real property.
Participates in property management of federally owned and leased property.
Conducts space utilization studies, property boundary surveys, and inventories.
Monitors requests for ingrant/outgrant (lease, permits, licenses) applications for renewals.
Assists in the property disposal process.
Apportions construction costs and balances entries.
Prepares and submits reports, correspondence, and briefings and maintains surveillance over section administrative procedures.
Occasional travel - You may be expected to travel for this position.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Positions, General Business and Industry Series, 1101.
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes 1) Assisting in conducting inventories, assignments and utilization surveys, and/or compliance inspections of leased or federally owned facilities. 2) Assisting in developing recommendations for execution of real estate programs and policies in accordance with environmental laws and directives. 3) Negotiating minor-out-grants by lease, license, permit, or easement in coordination with supervisor. 4) Assisting in conducting utilization studies for land retention, development and disposal; and presenting findings with recommendations and justifications in support of installation missions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of real estate laws and agency real estate rules, regulations and practices.
2. Knowledge of construction maintenance techniques, production control procedures and reading blueprints to assess the cost for routine construction, rehabilitation, and/or repair.
3. Ability to research records and to perform real property inventories, inspections and surveys.
4. Ability to communicate effectively both orally and in writing with a diverse group of individuals, using a high degree of diplomacy and tact.
5. Knowledge of environmental laws and regulations pertaining to facility utilization, renovation, and disposal.
6. Ability to effectively organize the flow of work and to locale and assemble information for various reports and briefings.
7. Knowledge of Real Property/General Ledger accounting techniques, terms and concepts to apportion costs and balance entries.
8. Knowledge of general clerical procedures and techniques to maintain files, prepare correspondence, and maintain surveillance over administrative procedures.
PART-TIME OR UNPAID EXPERIENCE:
Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
