Twinn Intelligence is seeking a IT Program Manager.

All Positions Require a Active Top Secret (TS/SCI) Clearance with a Polygraph.

The Sponsor is a large group that provides a variety of enterprise data repositories, data ingest services, IT applications and services for data processing, and data engineering. The Sponsor manages large developments, and operates and maintains a variety of production systems for multiple sponsor customers. The Sponsor has project teams housed in multiple physical locations.

The Sponsor is looking for a candidate to act as an Executive IT specialist for managing enterprise and Sponsors partners wide services, applications, data ingest and governance of projects, dependencies, risks, technical status, and milestones. Specifically, this candidate serves a mission critical role as the Sponsor Data Services Architecture (DSA) lead. The work planned for this resource directly supports the high priority Sponsor initiative to implement a set of targeted data service solutions into the Sponsor's system. They will help unify the environments and implement interoperable, end-to-end data services for the Sponsor. The candidate will play a key role in developing a roadmap to drive changes to optimize efficiencies including performing strategic systems planning, system engineering, and business analysis.

This position requires the candidate to perform in a high-paced multiple tasking environment, with an ability to change styles as needed, depending on the issue or task at hand, the candidate will maintain an integrative approach, to look across projects (rather than vertically) to assist in the management of enterprise and Sponsors partners wide activities. In this role, the candidate will have high visibility with senior level management and will need to produce and deliver effective written and oral communication of highly technical concepts to non-technical audiences.

The Sponsor seeks a candidate who will synthesize complex IT elements, is proactive in working issues when practical, and astute in flagging and working high visibility issues across multiple programs. The candidate will actively support and enable Sponsor led technical and IT programmatic councils and boards, and as needed, represent the Sponsor in forums by taking minutes, tracking actions, following up and tracing issues through resolution, the candidate will play a central role in the organizing, including allocating the myriad tasks associated with data ingest and technical reviews, Sponsors and Sponsors partners councils, boards, and working groups. The candidate will use a participatory style and understand both technical and policy considerations. The candidate will provide integration support to include, but not limited to -- Oversight of enterprise and Sponsors partners wide level portfolio activities, to include project planning, implementation, and technical deliverables. -- Responsible for tracking, coordination and allocation of tasks and actions generated by internal and external sources, to ensure timely action and professional response. This includes a technical understanding of the issues and associated tasks.

Required Skills:
Demonstrated experience with technical project management, including project plans, deliverables, dependencies and milestones with multiple large Sponsor's partners.

Demonstrated experience designing and writing IT program artifacts, tracking and managing both issues and actions, completing IT strategic operations and business plans based on integrated complex system engineering dependencies for both continental and overseas deployments.

Demonstrated experience synthesizing detailed technical information to create and deliver presentations and briefings to senior level managers and non-technical audiences including CONOPs, budgets, and strategy changes while working with multiple offices.

Demonstrated experience in a lead technical role or transition management for an Enterprise IT environment enabling process improvements, supporting IT strategic planning, and understanding system designs to enhance the over-all operations and efficiency of an organization.

Optional Skills:
Demonstrated experience with Agile Methodology and Processes.

Demonstrated experience with configuration management and governance processes.

Demonstrated experience and knowledge of accounting principles to support financial analysis and reporting of financial data.

Demonstrated experience with the Sponsor's organizational standards, processes and best practices, specifically as it relates to IT development, systems engineering experience, and/or data ingest to include experience with system design, architecture, customer and system requirements, verification, validation, operation, and disposition.
