About the Position: WRAIR is participating in an alternate personnel system knows as the Personnel Demonstration Project. The DB-02 pay band is equivalent to GS-5 Step 01 to GS-12 Step 10 level. For this recruitment, management has elected to recruit at the higher end of the payband, GS-09 step 01 to GS-12 step 10 equivalent. In keeping with the PDP pay policies, employees earning a salary that falls within the pay band may not receive an immediate pay increase if appointed to the position.
? Serve as Human Subjects Protection Scientist for the Walter Reed Army Institute of Research.
? Review research protocols and related documentation involving human subjects' protection and regulatory compliance for WRAIR and collaborative partners.
? Participate in continued implementation of WRAIR's human subjects? protection program including regulatory compliance that deals with critical scientific and ethical issues.
? Participate in gaining approval and resolution of problems for a wide range of research projects from scientific review committees and the local Institutional Review Board (IRB).
? Stay abreast with the literature of bioethics, state laws, regulations, and guidelines that form the web of federal and state governance of human subjects? research.
? Assist in the development of organization research policies in accordance with changing concepts in medical bioethics.
? Participates in the development of agreements for collaborative research between multiple activities/institutes for the mutual benefit of human subjects' protection programs.
? Conduct audits of human subjects? research studies to ensure regulatory compliance with the rule and regulations of regulatory agencies, policies, and procedures.
Occasional travel - You may be expected to travel for this position.

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Basic Requirement for Human Subjects Protection Scientist:
Degree: Bachelor's or graduate (or higher level) degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position.
This degree must be from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes:
1) Assist with conducting audits of human subjects' research studies to ensure regulatory compliance.
2) Participate in administrative and regulatory reviews for submission to an Institutional Review Board (IRB).
3) Contribute during the development of organization research policies in accordance with changing concepts in medical bioethics.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-07.
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: medical field, health sciences or allied sciences.
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
