We are looking for a professional, experienced FOIA Specialist to join our team!


Individual shall provide technical and information support services to assist the Records

Management Division in the day-to-day operations of FOIA review and processing and shall perform FOIA compliant services that include, but are not limited to the following:

Review and Processing NTSB new and existing FOIA inquiries from the public using FOIA exemptions where applicable; receive and/or initiate telephone calls, letters, fax, or emails pertaining to FOIA cases to determine status or resolve issues regarding requests, such as whether requesters have complied with the FOIA rules; and provide adequate description of the records sought, included requester’s name, mailing address, and indicated that records are not publicly available. Review and processing require the following types of actions:
Logging requests and routing appropriately
Review of component release recommendations
Identification of non-NTSB documents
Coordination/referral externally to other Government agencies
Coordination internally within NTSB for review assistance
Follow-up of agency coordination to determine status of reviews
Telephonic or electronic mail coordination both internal and external
Identification of information that is exempt from release and application of
appropriate exemptions to the information
Redaction of exempt information
Reproduction, scanning and storage of documents required for all record
keeping and disclosure
Perform FOIAXpress case tracking and redacting software V10 and above. FOIAXpress services also include searching the FOIA database and FOIAXpress or any other current database for duplicate and previous requests to ensure that incoming requests are not duplicates and confirmation that outstanding debt does not exist for the requester.
Prepare appropriate draft correspondence to request Government coordination and review of documents; interim and final letters to FOIA requesters; and complete final processing prepare responses, coordinating with other offices as needed.
Prepare complete FOIA reviews that contain sufficient recommendations, guidance, and consolidated information for the NTSB FOIA Officer to finalize the agency FOIA decision process and resolve classification, policy, or technical issues.
Prepare documents for scanning such as unbinding, unfastening, straightening pages to ensure the capture of all information.
Scan all pertinent file materials in the Adobe PDF format, maintaining the original document identities; scanned digital file will be given a naming convention provided by NTSB; ensure the quality of scanned images are such that they are easily readable on a computer or electronic device and are not skewed or otherwise distorted from the originals.
Prepare OCR (optical character recognition) printed text to capture the information electronically as a “PDF searchable image. The text can be searched, copied, and pasted.
Provide archival support of FOIA case files as required by the NTSB; maintain administrative files of cases from start to completion and perform file management using existing software. The NTSB will provide input guidance for processing these documents.
Develop and maintain a quality control program to ensure services are performed with commonly accepted commercial practices or in accordance with NTSB guidance and regulations where such guidance and regulations are the stricter requirement.

Bachelor’s degree AND two (2) years of experience in processing Federal Government FOIA requests; (Bachelor’s Degree must be granted from an accredited institution) OR High School Diploma AND at least five (5) years of experience in processing Federal Government FOIA requests
FOIAXpress Training Certificate v10 and above
Must have solid experience working with FOIAXpress v10 and above
Must have experience with Exemptions 3-7 of the FOIA.
Experience processing FOIA requests in the Federal Government
