Motorola’s Software Enterprise organization is a fast paced organization at the front line of driving growth throughout Motorola Solutions. The Business Operations and Transformation team is chartered to define and drive implementation of our growth strategies across the Software Enterprise portfolio. In addition to partnering with Software Enterprise employees, we also work with all functions of the company, including sales, CTO, corporate strategy, MSI ventures, and corporate development. The Business Operations and Transformation team has launched Software Enterprise Regulatory & Compliance Organization which will be responsible for developing and maintaining effective compliance programs to ensure the Software Enterprise business successfully complies with all of applicable laws, standards and policies with respect to its operations as a Competitive Local Exchange Carrier and data privacy as the provider of hosted, cloud-based and on premise applications that access, transmit, process and/or store data protected by privacy laws.
The Network Regulatory Manager serves as a key leader in developing and maturing the regulatory compliance program within the Software Enterprise business unit (“SE”) of Motorola Solutions, Inc. (“MSI”), specifically as it relates to Vesta Solutions, Inc.’s operation as a competitive local exchange carrier and covered 911 service provider. Vesta Solutions is a wholly owned subsidiary of MSI. While the Network Regulatory Manager will report to the Director, Regulatory Affairs, Software Enterprise, he/she will also work closely and collaboratively with the MSI Legal Department and MSI Government Affairs to ensure consistency in approach to MSI policies and MSI’s practice before the Federal Communications Commission and other regulatory bodies governing Vesta Solutions operation as a Certified Local Exchange Carrier and covered 911 service provider. The Network Regulatory Manager will also partner closely with all teams engaged in the operations of the regulated business in order to create and/or maintain effective policies and procedures to ensure compliance with applicable laws and regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Assist and provide guidance to Product Management to ensure the Company’s 911 Next Generation Core Services (NGCS) designs meet or exceed network reliability rules and requirements of the FCC and the State PUC’s
Ensure all network regulatory rules and requirements are or have been identified, documented, current, and communicated to the appropriate internal business teams.
Serve as the network/technical subject matter expert for NGCS regulatory compliance.
Work with and assist internal business teams to ensure network regulatory compliance policies and processes are or have been documented, accurate, complete, and maintained.
Identify and assist with mitigating areas of compliance risk, which may include but is not limited to ensuring Network Operation Center processes and systems, Network Procurement processes and systems, and/or other internal network departments involved with NGCS deployments are supporting the Company’s compliance needs.
Assist with the development of and contribute as needed with completion of Network Service Plans, and/or other plan requirements pursuant to FCC and/or State PUC specific rules, as required.
Provide assistance to cyber-security team as requested.
Assist with the development of and contribute as needed with completion of the FCC Annual 9-1-1 Reliability Certification and other network regulatory related reporting requirements.
Assist internal business teams as needed with tasks associated with the network regulatory needs. Tasks may include contributing and assisting with Network Outage Reporting, proposal responses, RFP’s, data requests, testimony, or other network regulatory requests.
Provide guidance to internal business teams to assist with resolving network regulatory concerns. Guidance may involve research and communicating of FCC and State PUC rules and requirements, best practices, or other relevant sources.

Bachelor’s degree from a regionally accredited university.
10+ years of work experience in the Telecommunications Industry
5+ years of work experience interacting with Public Utility Commissions and/or the Federal Communications Commission
