The Chief Compliance Officer (CCO) - Training will be based in NYC or London and will report to the Citigroup Chief Compliance Officer and with a matrix line to Learning and Development (L&D), in Human Resources (HR). The CCO Training will provide strategic direction and implementation of the Citigroup and Citibank approved Compliance Risk Management (CRM) Framework; supported by the Comprehensive Strategic Plan (the Plan), which is consistent and aligned with Citigroup and Citibank business objectives, and to ensure the timely delivery of high quality, value added enterprise-wide compliance risk management training program which meet the requirements of the Boards of Citigroup and Citibank, their affiliates, and of Citi’s respective regulators, globally. In addition, the CCO Training will work proactively with CCO Regulatory Control Matrix & Change Management (RCM), CCO Governance & Policies, CCO Regulatory Liaison & Exam Management and CCO Compliance Assurance to identify training needs from regulatory changes, business changes, and policy changes and its requirements and insights from Compliance Assurance activities. The CCO Training will lead through influence and collaboration with Independent Compliance Risk Management (ICRM), Front line and other Global Function stakeholders such as HR and L&D.

Key Roles & Responsibilities
Directs the design, planning, and implementation of risk based and dynamic CRM training programs aligned with the objectives and strategy of Citi and utilize Compliance Risk Assessments; accountable for effective participant targeting, content/solution quality, and measurement of program completion and effectiveness.
Accountable for ICRM learning group operating model and org design, talent selection and performance management
Collaborates with functional management teams to assess ongoing and future training and development needs as well as effectiveness of established programs.
Develops multi-year delivery plan that provides training as needed and in locations that work for the participants.
Provides engaging communications about program information to encourage participation and highlight the value and benefits of training.
Working with HR L&D, facilitate new training techniques and suggests enhancements to existing training programs.
Working with owners of Key Strategic Initiatives, identify CRM training needs and drive change initiative within the training program.
Working with ICRM senior management and HR, design a CRM L&D strategy that ties to business goals that includes effective, adaptive and personalized learning strategies.
Working with ICRM COO and Citi Ethics Officer, develop an employee learning engagement and promoting culture of learning
Establish standards for enterprise-wide learning and development, including professional and leadership development that enables demonstration of CRM within Citi.
Partner with business leaders and global HR Business Partners to validate global training and development programs are meeting the business needs of the organization
Ensure technical training solutions are current and relevant and meet the needs of the business function
Liaise with senior business stakeholders to identify both core and targeted compliance training needs and determine appropriate audiences.
Direct the end-to-end development of training content (e.g. web-based, classroom, ongoing awareness) in line with regional rules, policies, controls and regulatory requirements and utilizing both traditional and contemporary methodologies to facilitate training delivery and feedback.
Oversee the establishment and maintenance of training processes (e.g. course development, approval, deployment – including communications, and assessment) across Citi.
Oversee the coordination with Citi Learning and Development and HR Shared Services to ensure the efficient and coordinated execution of annual compliance training plans across Citi’s businesses, products, regions and countries.
Responsible for reporting of Training metrics and insights from the program to the State of Compliance (Legal entities, jurisdictions, products and countries)
Change agent and be the transformation leader be accountable to the Transformation Managing Director.
Develop significant senior line management relationships, including legal entity management and Citi Country Officers (CCOs) as well as product and business line management. Develop a valued interactive program of support for compliance risk management to senior management on compliance issues, trends, themes, root causes and impacts to the respective business activities and the group.
Develop proactive regulatory relationships with numerous agencies. Develop a valued interactive program of support and assurance in accordance with requirements and appropriate expectations to regulators and supervisors on compliance issues, trends, themes, root causes and impacts relating to governance, risk management and internal control issues (as described in the State of Compliance report)
Ensure compliance with ICMR methodology and CRM framework.
Promote knowledge sharing and promulgation of best practices across ICRM and the business to enable proactive and forward looking ICRM function.
Build and maintain strong relationships with Citi Opco, functional heads, working closely with Legal, IRM and IA to create a supportive and seamless compliance/control environment and culture.
Proactively working closely with ICRM EMT to identify CRM training needs
Identify and support staff training.
Ensure reliable tracking of training completion to facilitate monitoring and reporting of completion rates in line with escalation policies.
Direct success measurement (both qualitative and quantitative) in order to continually improve training curriculum.
Provide on-going engagement with the Global Compliance Executive Committee as well as global business leaders.
Construct/lead/manage Compliance L&D team
Partner with other Citi Learning entities


20+ years of experience in Education/training, Law, Auditing, Accountancy, Compliance or Risk Management or a combination thereof
Excellent verbal and written communication skills, preferably in more than one language
Experience with leading global projects and influencing outcomes without direct authority or responsibility
Proven skills in leadership, including strategic planning, project management, personnel development and organizational skills
Superior collaboration, global team building and relationship management skills
Willingness and ability to travel
Cultural sensitivity
Self-confidence, poise under pressure and ability to thrive in an environment of ambiguity
