The City of Gaithersburg is seeking an efficiency leader for the full-time position of Procurement Division Chief to direct and oversee the operations, functions, activities, and staff of the Procurement Division. The Procurement Division is part of the Department of Finance & Administration and centrally supports all purchasing activities in the City.
The Procurement Division Chief will be an excellent communicator with outstanding people skills, as the position requires extensive contact with City staff, officials, vendors, and the public. The individual will have the opportunity to help the City continue to develop written operational procedures; as such, the ideal candidate must understand how to balance procurement best practices with operational efficiency.

Starting salary is negotiable within the hiring range ($73,557 - $95,000) depending on knowledge, qualifications, training, certifications, and experience. JOB FUNCTIONS:What you will do with us:
Organize and direct day-to-day operations of the Procurement Division.
Oversee, administer, and participate in all aspects of formal and informal procurement and contracting activities including the review and approval of formal solicitation packages, purchase orders, and contracts.
Identify best practices in the procurement industry to formulate and implement the Division's strategic and operational plans to support the Department's and the City's directions and goals.
Develop, implement, evaluate, and maintain procurement policies, projects, and programs allocating resources to efficiently and effectively meet the needs of customers and achieve the strategic objectives of the department and the City.
Ensure the procurement process is appropriately utilized throughout the organization; monitor procurement practices of all departments for compliance with policy goals;
Lead and manage the Procurement Division for maximum employee productivity and morale; champion the values of the organization through example and accountability.
Develop and oversee the Division's annual budget.
Ensure Division operations conform to local, state, and federal governmental regulations, other applicable rules and requirements, as well as assuring best practices and good public policy standards are met.
Oversee and coordinate multi-departmental, City-wide and Finance Department purchasing efforts (i.e., office supplies, shredding/document disposal, etc.).
Assume the duties and responsibilities of the Director of Finance and Administration as needed/assigned.

QUALIFICATIONS:What you will need to be considered:
Bachelor's Degree in Purchasing, Business Administration, Accounting, or closely related field.
Seven or more years of experience involving the acquisition of equipment, supplies, services, commodities, and construction for a government agency (preferably municipal) or private company with a substantial purchasing program involving a competitive bidding and negotiation process.
Experience in capital construction and facilities maintenance strongly preferred.
Substantial managerial/supervisory experience.
Certified Public Purchasing Officer (CPPO) certification preferred (additional procurement experience may substitute for professional certification).
Excellent verbal and written communication skills and well-developed and professional leadership and interpersonal skills.
Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities.
