Edgewater Federal Solutions is currently seeking to hire a Senior Acquisition Specialist to support our Defense Threat Reduction Agency (DTRA), previously known as the Joint Improvised-threat Defeat Organization (JIDO), Acquisition Program Management Office (APMO) in the Reston, VA area. The Senior Acquisition Specialist will assist the DTRA APMO in the operation of the Enterprise Acquisition Strategy Initiative (EASI) and the Integrated Mission, Analytics, and Operations (IMAX) acquisition strategies. Provide expert acquisition and business operations support to assist the Government in managing EASI, IMAX, and other assigned contracts that support DTRA. This includes drafting technical, operational, acquisition, and contracting documentation required to successfully compete, award and execute multiple support contracts, through the use of organic contracts and GSA's 'Best in Class' contracts, including Multiple Award Schedules (MAS), Government Wide Acquisition Contracts (GWAC), and Multi-Agency Contracts (MAC). The incumbent must sign a Non-Disclosure Agreement (NDA) approved by FEDSIM.

Responsibilities and Daily Tasks:
Assist the Government in performing the following acquisition lifecycle support activities, focusing primarily on Pre-RFP Support:

Pre-RFP Support

Assist with preparing pre-award documentation including: Statements of Work (SOWs) and Performance Work Statements (PWSs), Independent Government Cost Estimates (IGCEs), Quality Assurance Surveillance Plans (QASPs), results-oriented performance measures and Acceptable Quality Levels (AQLs), Justifications and Approvals (J&As), Determination and Findings (D&Fs), Source Selection Plans, RFPs, RFQs, and Task Order Requests (TORs), business clearances, and other pre-award documentation.
Draft documents capable of supporting the full spectrum of contracting types.
Support the Contracting Officer, Contracting Officer's Representative (COR), Technical Points of Contact (TPOC), and Program Managers as necessary during peer and management oversight reviews such as Contract Review Boards (CRBs).

Acquisition Planning Support

Assist the Government in performing acquisition planning.
Assist in preparing acquisition strategies and plans, drafting a market research strategy and preparing market research inquiries, analyzing market research results, and preparing market research reports.
Market research includes industry surveys for supplier information as well as surveying other Federal agencies for acquisition best practices.

Evaluation Support

Support the Government source selection process and procedures that will result in the best value to the Government.
Suggest source selection tools (or no tool), for each source selection.
Support the development of source selection templates and forms, for Government approval, that will facilitate the evaluation process.
Provide assistance in the proposal evaluation process by providing expert analyses of the proposals compared to the posted evaluation factors and to the Government's IGCE to provide insight to Government evaluators.
Support compliance review of proposals to assist the Government in their determination in regard to if the proposal meets the minimum requirements specified for the procurement.

Post-award Support

Support the Government in the post-award contract phase by preparing monthly status updates and tracking the status of deliverables, funds expended to-date, progress toward contract ceilings, and variance analyses intended to highlight any significant issues requiring Government action.
Track contract funding and expenditures and advise the Government when incremental funding is needed.
Experience in Contract Closeout Support, Deployed Operations Support, Planning, Programming, Budget and Execution System (PPBES) Support, and Program Management Support desired.

Required Skills and Qualifications:
Possess a current TS/SCI clearance or have the ability to obtain clearance level.
Experience in developing agency-wide or enterprise acquisition strategies.
Expert writing skills and the ability to clearly articulate complex concepts for understanding by executive leadership.
Innovative self-starter with the ability to independently work and complete projects with little direction.

Desired Skills and Qualifications:
DAWIA Level III in Contracting and/or Program Management, or equivalent.
Hands-on leadership experience working large-scale acquisition, contracting, and program management for the Federal Government or Department of Defense (DoD).
Experience working and establishing performance-based, award fee contracts for services.
Experience utilizing OASIS and Alliant GWACS pricing tools.
