Bachelor's Degree in Construction Management or other related discipline is preferred. 15 years of directly related work experience may be considered in lieu of the educational requirement.
15 years water and wastewater construction experience and supervision of underground water, wastewater and reclaimed water system construction is preferred. A minimum of 10 years or practical work experience is required for the position.
License or Certification Required:
Valid Florida Driver's License with good driving record, active Florida Underground Utility Contractor License preferred, but not required, active Florida CDL Drivers License in good standing
Must be willing to complete and maintain certifications in the following:
· Confined space entry
· Trench Shoring Safety
· FDOT Maintenance of Traffic
· Backflow and cross-connection control with courses in the following:
o Cross-connection prevention
o Back flow theory and practice
o Back flow repair and maintenance
Responsible for inspection of all new construction on CCUA’s system, and for coordination of all sub-contractors performing construction work on CCUA’s system.
Inspect and control all construction operations including those performed by subcontractors who work on Clay County Utility Authority’s system and all construction work performed by Clay County
Utility Authority personnel.
Prepare reports on all activities with regard to new construction on system.
Supervise projects during construction and report to service availability personnel.
Keep daily progress logs on each project.
Maintain and update a "Project Status Board" including name of project, location of project, contractor, contact person, phone number, job description and CCUA project number.
Attend all job meetings and pre-construction conferences, planning conferences and resolution of conflict meetings associated with all new construction on CCUA’s system as well as road construction projects affecting CCUA’s system.
Verify completed status of all agreements, permits, and payment of developer agreement charges prior to allowing a project to commence construction.
Review and approve the time sheets of the construction personnel.
Responsible for protecting existing CCUA system with regard to affect of new construction activities connecting to same
Responsible to make sure that all materials used to construct extensions to CCUA’s systems are those materials approved by CCUA’s materials committee.
Review and approve all as-built drawings to assure that all extensions and modifications to CCUA’s system are shown accurately and that adequate tie-downs are recorded so that such utilities can be easily located in the field.
Manage and supervise construction operations performed by Clay County Utility Authority personnel, including all major repairs and rehab work.
Coordinate all construction jobs by Clay County Utility Authority personnel to include scheduling, securing proper equipment, ordering and securing materials and performing work to job completion including final testing, preparing and processing field copy as-built drawings that accurately reflect the work that was completed.
Support the Executive Director and the Chief Operations Officer with project work plans, take-offs, budgets, and schedules which should include ordering and coordinating delivery of all materials.
Responsible for the preparation of reports as necessary for the Executive Director demonstrating the cost effectiveness of the construction activities.
Responsible for supervising, planning, and coordinating the Clay County Utility Authority’s construction operations.
Responsible for purchasing and bidding for items within this positions responsibility, in compliance with CCUA’s purchasing policy.
Work closely with as-built coordinator to assure completeness and accuracy of all as-built drawings.
Work with service availability personnel to complete and sign off on all final inspections, as-built drawings and all other necessary documentation to close out and finalize each project built by the construction crew.
Follow all CCUA policies and procedures.
Assist all departments as necessary for special projects or excessive workloads in other areas when required.
Any and all other lawful and reasonable requests made by authorized personnel to ensure the smooth operation of the Utility or to protect public health or the environment.
