Reporting to the Director, Strategic Sourcing, the **Sourcing Specialist, Software and Technology** supports vendor selection and procurement of development services across product development, platform, and publishing technologies. The support includes vendor identification, bidding to support budget planning, competitive bidding, bid analysis, assignment recommendation, contract pre-work, PO creation, and final project reconciliation. Additionally, the Sourcing Specialist, negotiates rates, provides input on the development of K-12 rate cards and scales, and supports departmental Operational Efficiency targets.

_Vendor Selection_

  • Maintain active awareness of the suppliers across the K-12 Landscape; schedule capability calls at regular intervals to keep Content Areas current on vendor profiles.
  • Proactively support identified outsourced projects.
  • Stay on cutting edge of emerging product development types and deliveries.
  • Provide recommendations to the functional teams across the content areas in planning stages.
  • Provide vendor assignment information for Business Cases and Business Plans.
  • Facilitates the creation of contracts, PO, and payment schedules
  • Manages the timely completion of internal approvals and provides status reporting to project teams regarding the execution of contracts.
  • Evaluate issues and escalate to next level of governance for resolution when necessary.
_Vendor Engagement_

  • Lead formal RFI (Request for Information) and RFP (Request for Proposal) requests during early product planning stages.
  • Lead DoS creation using collaborative software.
  • Ensure alignment of DoS and Bids to Workflow(s) and project schedules.
  • Prepare/manage project bids and supporting documents.
  • Collaborate with the functional team to validate assumptions and provide costs for project Change Requests.
_Rate Management and Negotiation_

  • Oversees competitive bidding, uses effective negotiation and accurate analysis of effort.
  • Supports project teams and vendors in final project reconciliation.
  • Actively identifies areas for further savings or rate definition.
  • Supports new rate scale activity and implementation.
  • Negotiates aggressively but fairly with vendors on behalf of project teams.
  • Provides timely and accurate estimates to Finance and Product Development as requested.
  • Provides timely and accurate forecast data to Finance regarding committed spending.
  • Supports timely processing of vendor invoices.

**Related work experience**

3 years of experience in SassS, Ed Tech, or Project Management capacity.

Knowledge of software development, digital workflows, and vendor management required.

Educational publishing experience a plus in order to interact with members of these functional areas.

Experience in managing multiple, complex, and data-rich projects under tight time frames with defect-free execution expectations.

Knowledge of budgeting and cost accounting is preferred.

**Formal education or equivalent**

BA or BS, preferably in business, communication arts, or other technical functional areas.


Excellent project management skills; excellent communication and advocacy skills, strong attention to detail and organization, demonstrated ability to manage complex projects and relationships, understanding of budgets, demonstrated ability to meet deadlines, in-depth knowledge of project set-up process and vendor negotiation, demonstrated ability to work collaboratively with others, good personnel management skills with ability to collaborate with peers and vendors both on site and off site, strong business planning skills.
