About the Position: Director of Operations has staff responsibility for planning operations, organization, and training as directed by the Commander. Additionally, provides management and supervisory oversight for all daily activities of the Operations Directorate, which includes Emergency Operations.
As principal advisor and immediate assistant to the Activity Commander, exercises full authority to commit the agency or to make decisions that are binding.
Serves as a full assistant, exercising authority of the Commander over all phases of mission operations.
Anticipates major problems, recognizes program needs, and develops policies, standards, procedures, and instructions to guide activity personnel as they prepare to ramp up efforts to support the Blue Grass Chemical Agent Destruction Pilot Plant.
Continuously assesses the current situation and the progress of operations and analyzes the operational environment to help the commander understand the current situation and its evolution during operations.
Represents the Activity with high-ranking dignitaries/visitors.
Takes appropriate steps to solve problems either through proper application of existing methods, directives, etc., or develops improved methods and procedures.
Prepares and coordinates all short and long-range planning concerning the Activity, recommending program objective development and direction.
Develops operating program guidance subject to supplement higher echelon and Command policies to meet unique or specialized Activity requirements.
Serves as the Commander?s representative in dealing with highly sensitive political situations that involve special interest groups, as well as contacts with community officials pertaining to curtailed activities.
Assesses the overall organization?s training needs based on Chemical Accident or Incident Response and Assistance (CAIRA) exercises, Chemical Stockpile Emergency Preparedness Program (CSEPP) exercises and daily operational readiness.
Ensures compliance with Army, Army Materiel Command, and Chemical Materials Agency policies, procedures, and regulations by monitoring scheduled training for all activity personnel.
Occasional travel - You may be expected to travel for this position.

This position requires a SECRET security clearance.
This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
This position requires participation in the Chemical Accident/Incident Response and Assistance (CAIRA) situations and serve on teams dedicated to mitigating CAIRA situations.
Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: One year of specialized experience which includes 1) performing coordination and integration of work assignments, projects, or program segments of professional, scientific, technical, or administrative work; 2) identifying and integrating internal and external program issues affecting an organization, such as those involving technical, financial, organizational, and administrative factors; 3) developing, implementing, evaluating, and improving processes and procedures to monitor the effectiveness, efficiency, and productivity of a chemical storage and destruction program; 4) making recommendations in significant internal and external program and policy issues affecting an overall organization, involving political and technological conditions; 5) providing management and supervisory oversight for the daily activities of an organization's operations; 6) ensuring the overall development and implementation of a comprehensive training program for chemical operations, emergency management, and incident management, in preparation for demil operations; 7) using extensive experience and broad knowledge of toxic chemical and explosive storage principles and practices to develop new methods and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

You will be required to provide proof of U.S. Citizenship.
Two year probationary period may be required.
